What we want is a mutually beneficial arrangement, one that advances the Freedom of the Reizen people but also would benefit your country as well. Getting the Coalition’s council to your military leaders in Sedunn is going to be very difficult as I barely escaped the clutches of the Frost Empire’s Blockade. Since the Empire is serious about crushing the people of Reizen, I fear that Coalition officials would be unable to leave Reizen. However, I as the elected representative of the Coalition would be honored to meet with your military leaders to discuss a possible strategy to bring the Empire to the table for talks.
Captain Amari sighed as she slumped against the trench wall that used to be the old checkpoint West of Seranuma. The enemy RIM fighters had gradually been pushing the WPR back towards the city, and supplies were running dangerously low for the WPR. Despite material aid from their fellow revolutionaries in Bruuma and Kai Fa, they couldn’t keep up with the sheer number of assaults of the RIM’s human wave assaults. The RIM sent in captive villagers armed with metal shields to serve as bullet sponges while their own fighters followed close behind prod the conscripts on and fire at WPR lines. Shaking her head from side to side, Amari longed for the days when she was a lowly lieutenant guarding a checkpoint in relative peace. She had been promoted to captain after her superior was killed in a RIM artillery strike the previous week and had been busy leading the surviving partisans fend off the RIM assaults afterwards. Taking out a makeshift periscope, the Captain surveyed the enemy lines when she heard the scream of a missile roar towards the checkpoint. “TAKE COVER!” She yelled to the partisans as they all threw themselves on the dirt waiting for the inevitable fireball or noxious gas cloud envelope their trench after they hear the roar of an explosion dangerously close. When none rolled over the trenches, the partisans were confused. Did they miss? Thought some as the Captain called out if anyone was alright. Curious, some of the men cautiously peered out of the trench, when they called out to the captain. “Comrade Captain! You need to see this!” they said as the captain walked over to their position. Wary of enemy snipers, the Captain cautiously peered over the trench and was shocked to see a series of craters where the enemy line once was. “What the…” the captain said before regaining her composure. “You two, with me. We’re scout out and scavenge what we can of the enemy line before they can fill the hole.” The two men look fearful but salute and the Captain’s orders…
Ms. Toudou’s body language betrayed her irritation as she spoke, “Mr. Shikabane, have you not considered the possibility that you have made enemies within the syndicate? That your actions jeopardized our operations throughout the city and gave your enemies the perfect justification to go after you? You aren’t the only contractor we have on a ‘long leash’. However, my cleaners will get to the bottom of this issue.”The broker then spoke in response to Doctor Kane, “I see… Although you are mistaken about Captain Kariya if he is the detective you speak of. He doesn’t care about promotions or the political struggles. What he wants… No, desires is the thrill that comes from hunting down fugitives. You are quite lucky to have fallen in with members of my ‘family’, Doctor. Unfortunately, you are asking quite a lot from an information broker. To trust me to keep your identity a secret is asking a tiger if he will not eat your cubs. Perhaps… we can come to an agreement to keep your identity off the market..”
The Great Fortress defending Reizen Island’s Southeast had fallen to the Empire. The RDC Flag was replaced with the Blue and White Compass Rose of the Frost Empire.Colonel U.S. Granz, Major Yukina Kusanagi, and Lt. Col. Saraki stood at attention as the garrison commander of Fortress Epsilon agreed to unconditionally surrender the fortress. The Lt. Colonel spoke, “Commander Oguchi, Your men will be given medical treatment and interned at Mycroft penitentiary for the duration of the war. They will be afforded the rights of Prisoners of War outlined by the Grovne Accords and our own laws. After the war they will be pardoned and allowed to rebuild their lives.” The Commander silently nodded, grateful that they won’t be mistreated by the Empire. “You on the other hand will be executed for leading an armed insurrection against the” At this the Major spoke up, “With all due respect sir, you cannot simply execute this man without a trial. If you are going to treat him like a common criminal, then you will respect the justice system of the empire.” “And with all due respect ‘War hero’ the RDC officers need to be made an example of for leading the people against their brothers, and this decision was made by the Colonel’s staff office.” Countered Saraki. “And you will follow proper military protocol Lt. Colonel and grant this man the rights afforded to him by our laws and the Grovne Accords!” roared the Major surprising the Commander who had resigned himself to whatever fate the Empire had in store for him. Granz then spoke, “Your protestations have been duly noted Major…” Col. Granz then paused for a second and sighed, “Commander Oguchi, contrary to what you have just heard you will not be executed for treason. You will instead be interned at the brig of this fortress for the duration of the war. Afterwards a public defender will appointed to represent you in criminal proceedings in a trial of your peers. Is that understood?” The Commander silently nods as Colonel smiled wryly, “Good… Major, would you kindly escort the Commander to his cell?” The Major responded, “Yes, sir,” and escorted the Commander from the room.After the commander and Major left the room, the Colonel spoke, “Lt. Col. Saraki, a word if I may?” Saraki looked puzzled as he said, “Yes Sir?” “What in the Nine Hells were you thinking?! Adding in a condition that I expressly did not approve of?! Not only did you embarrass me in front of the enemy commander, but you also bought the ire of the Major.” Saraki responded, “Sir if I may explain myself.” “You may not! Even though the enemy was once one of ours we will treat them the same as any adversary, with dignity and honor. They will be charged by civilians for their crimes as per OUR laws, or have we forgotten the very reason why we fight against them?” “I understand sir, but the opinions of a lowly Major-” “that lowly major has friends in high places you fool! She refused countless promotions because she didn’t want to be stuck behind friendly lines while her men died by her orders. She is my de facto equal in rank because of the Imperial seal she wears on her uniform as part of the 1st fleet or are your eyes made of holes Saraki!?” “I-I….” Saraki replied unable to articulate a counter argument. “Next time, don’t add contradictory conditions when we force them to surrender alright?” “Understood sir,” “Good you’re dismissed Lt. Colonel” Granz said, as the Lt. Colonel, saluted and left the room.

Shikabane did not utter another sentence, he had made his body language clear that he respectfully disdains what Ms. Toudou has said. He’s had enough of wild mares who think that their position is safe so long as they have everyone controlled and everyone at gunpoint, one that has forgotten of her duties and her place. He has no further use of carrying an argument with such a block headed individual.

Doctor Kane’s thoughts severely struck Ms. Toudou’s persona, reducing her as Shikabane gave a light grin.
“I am sincerely thankful of this kindness, and of course I am prepared to make an agreement. Not only for my identity to be kept off the market, but also for my escape in the Reizen theatre, the medical treatment for those wounded in the supposed strike against the members of the Danganronpa which your aide has sadly not recognized, and pardon towards Shikabane and Chané for defying your orders.” Responded Doctor Kane, he paused a bit to contemplate on his offer. One that would not break his standing.
“About what I am to offer, as an information broker it would certainly be lucrative if you have precious info yourself. But as you are aware that the more the information is passed, the less valuable it would be to sell. So if I were to give you a piece of valuable information, I am certainly sure that it would be worth less than when I have it at my disposal. That is certainly dishonorable and disgraceful to your kind hospitality."
"So Mr. Broker, if I may inquire, would you be interested in a venture outside being a mere information broker?”

Chances are they may be able to take full control of the island unless we take immediate action to stop them from doing that. There will be bullets fired and men killed, that is unavoidable. I propose that Bzerneleg will deploy its troops.

MEMORANDUM FOR THE VICE PRESIDENT

1. Access to the Southeastern Continent of the South Pacific and the security of our allies and backed groups in the area are vital to Bzerneleg's national security. It is a long-standing policy of the Government of Bzerneleg that it remains committed to defending and promoting its national interests abroad and specifically the Southeastern Continent, after Bzerneleg's involvement in the Reizen Civil War, if highly necessary through the use of military force, against powers with interests inimical to our own. The Frost Empire, whom we had established diplomatic relations with, by virtue of its recent attacks against the Reizen Democratic Coalition and its support of the Workers' Party of Reizen, has increasingly become an obstacle to our mission and operations in the Reizen Civil War. Although economic sanctions have been put in place and will have a somewhat significant impact on our adversaries, it is not enough to accomplish the objective of establishing a long-term democratic and pro-capitalist government in Reizen. There is no sign or evidence that it will happen in the near future. Moreover, prolonging the current situation would be detrimental to Bzerneleg in that it will increase the costs of eventual military action, threaten the integrity and political cohesion of the Reizen Democratic Coalition, and allow for continued territorial gains by other factions and states involved in the Reizen Civil War. This directive sets forth guidelines for the defense of Bzerneleg's vital interests in the region in the face of Frost hostility and communist expansion in Reizen.
2. Pursuant to my powers and responsibilities under the Constitution as President and Commander-in-Chief of the Armed Forces, and under the laws and treaties of Bzerneleg, and in accordance with the rights and obligations of Bzerneleg under international law, including WF Resolutions 4 and 7, and consistent with the right to collective self-defense affirmed in Clause 1, Section A, Article I of the Charter of the World Forum, I hereby authorize military, diplomatic and economic actions to safeguard the Reizen Democratic Coalition's territory in Reizen Island from aggression by other states and factions, promote the Coalition's standing in the region, and prevent communist expansion in Reizen. This authorization is for the following purposes:
a. to force the complete termination of the Frost military offensive in Reizen Island and the withdrawal of all Frost forces from the island;
b. to regain the entirety of Reizen Island and seize other attainable locations in Reizen;
c. to diminish the WPR and RIM and make the RDC the strongest faction in Reizen;
d. establish, secure and safeguard a democratic and pro-capitalist government in Reizen; and
e. prevent a communist government and limit communist and socialist presence in Reizen.
3. To achieve the above purposes, Bzerneleg and the RDC should seek to:
a. defend the RDC and other Bzerneleg-backed groups from attack;
b. block and destroy all supplies towards the RIM, WPR, and its affiliates;
c. destroy the RIM and WPR's command, control and communication capabilities;
d. prevent the RIM, WPR, and its affiliates from acquiring chemical, biological and nuclear weapons;
e. orchestrate the capture and assassination of RIM, WPR and Frost officials in Reizen;
f. gather international support for liberty and democracy in Reizen;
g. destabilize countries which are found to be supporting the RIM, WPR, and its affiliates;
h. conduct operations designed to lessen the strength, break the will and encourage defection of enemy forces, and weaken Frost support for the WPR;
i. weaken and destroy the economic and financial capabilities of enemy forces; and
j. deploy spies into enemy forces and countries to gather intelligence for efficient planning formulation.
4. While achieving the purposes in Clause 2 above and carry out the missions in Clause 3 above, every reasonable effort should be taken to:
a. minimize Bzerneleg and RDC casualties;
b. take special precautions to minimize civilian casualties and damage to non-military economic infrastructure; and
c. maintain positive diplomatic relations with the Frost Empire, Sedunn and other allies involved in the Reizen Civil War.
5. Bzerneleg shall seek the maximum participation of the RDC and other partners in all aspects of operations in Reizen. Valuable information and intelligence shall be frequently exchanged confidentially between the parties previously mentioned.
6. Bzerneleg will encourage La Ascensión to increase their forces along its border with Reizen so as to draw off resources devoted to the RIM, WPR, and its affiliates to the Reizen theatre of operations.
7. Bzerneleg recognizes the territorial integrity of Reizen and will not support efforts to change current boundaries, unless I, along with the head of the RDC, shall deem it necessary.
8. Any request for assistance made by the RDC to Bzerneleg will be approved unless it is deemed as contradictory to our national interests.
9. Bzerneleg and the RDC shall not commit hostile actions against each other and strive to operate collaboratively.
10. Should the RIM, WPR and its affiliates resort to using chemical, biological or nuclear weapons, be found supporting terrorist acts against Bzerneleg, the RDC or certain other allies anywhere in the world, it shall become an explicit objective of Bzerneleg to consider it as an act of war and completely eliminate such groups. If such actions are committed by Agot, Kotci, Bruuma or any other state, it shall become an explicit objective of Bzerneleg to declare war against such state and replace the current leadership thereof.
11. All appropriate Bzerneleg government departments and agencies are to prepare and present to me, for decision, measures necessary to achieve the purposes in Clause 2 above.
12. All operations will only come to an end only when I have determined that the objectives set forth in Clause 2 above have been met.

Ms. Toudou sighed softly as she stood silently instead of respond to Dr. Kane’s provocation. “I’m afraid that safeguarding the assailants is not up to me…” The broker said cryptically “but… Let’s discuss business. What sort of venture are you proposing?” the broker continued.
Captain Kariya sighed as his “wolves” led the criminals into a prison truck. Despite his own desires to hunt down the suspect, he was called in to deal with a shooting at the speakeasy he had previously intimidated. His men had breached the speakeasy and cautiously took over the building, but the only thing they found were injured hit men and goons. The owner and staff was missing, but it was more than apparent that they had defended themselves from the assailants currently in RIM custody. He wondered if the Broker had sought the termination of this speakeasy, but something felt off. When Kariya saw the destruction of the refurbished club, he couldn’t help but feel as though the execution was sloppy and botched. Looking back at the now full truck, the Captain swore that he’ll extract the necessary information to relieve his unease.
Admiral Akagi Yamamoto grinned as his Sixth Fleet moved slowly to the mission area for the final offensive against the RDC. His Fleet was tasked with securing the Zett corridor, a strategic strait connecting Zett Island to Reizen island. The strait was left alone during the initial stages of the operation under the justification that closing off the island would cause the RDC to defend every inch of the island desperately instead of holing up in the Epsilon Corridor, a fortification network centered around Fortress Epsilon, Point Alpha, Fortress Beta, Air Strip Gamma, and Delta Harbor. Of the five key positions, Point Alpha, Fortress Beta, and Air Strip Gamma were found abandoned by the Imperial Army, but Scouts found that Fortress Epsilon and Delta Harbor had increased fortifications making an attempt to secure the strait foolish. However, now that the Epsilon had fallen, the Admiral can move his fleet in to secure the strait while Epsilon’s new medium range artillery pieces hammers the enemy fortifications on Zett island. Thus, encircling the enemy and ending the RDC’s involvement in the Civil War.
The RIM High Command convened after receiving the daily report from the Frontlines and Unit 237.
Grand Marshal Ikki Zodd (Z): My Fellow Commanders I've called you all here today to discuss a change in our plans to liberate the Country from Tyranny. As you know the Tyrant's Foreign Operatives have been wreaking havoc on our Chemical Weapons platforms and our plan to import the Catra Death Bioweapon ended in failure. The accursed Communists have also stalled our plans to open an Eastern Front against the Imperialists and there are reports that the Tyrants are about to abandon their naive notion of a political solution. If they are getting serious then we must also consolidate our resources for a final showdown against tyranny. And so I open the floor for proposals to solve our predicament.
Major General Miro Khan (K): The Grand Marshal makes a good point, we should consolidate our forces and lure the imperialists into a trap. Pull Back the Western Army in a “orderly retreat”, and when the Imperialists Take the bait we close the flanks and encircle the fools.
General Rin Asmodia (A): That is much too risky with our dwindling Chemical Weapons supply… If the Tyrants are preoccupied with the Weaklings, then we must crush the filth that stands between us and their soft underbelly as soon as possible. To that end, I propose we send in Captain Onoda’s Vanguard to pierce or distract the Communist Lines. His success against heavily defended targets would be an excellent asset for the Eastern Army.
Logistics Minister Asta Loki (L): But that would strain our supply lines even further. Our industrial capabilities have been halved since the Communists betrayed us and prevented us from mining the resource rich mountains to the North. We must think conservatively.
A: Nonsense! We must think out of the box! Clean up the weak enemy so that we can focus on the Imperialists.
K: In that case then we should simply leave enough men to keep the Communists busy and focus our troops against the Imperialists instead. This way we can contain them and not deal with pesky guerilla attacks.
Z: General Asmodia makes an excellent point. If we can seize control of Seranuma, then we’ll have access to the mines once again. Furthermore, we can use this assault to strengthen supply lines for an eventual stream of raw materials from the mines.
L: Success would certainly double our current production and also allow us to rebuild the air fleet to complement our SAM sites. But in the meantime I do believe we should seek foreign imports especially since we border neutral countries and bypass the enemy blockade. In that case I agree with the general in risking this endeavor.
Z: Good, moving on to a prospective ally what do you think of the Rose Thorns?
K: A rogue group with the potential to assist us in asymmetrical warfare, but it would certainly depend upon their capabilities.
A: A group worth reaching out to, so that we can gauge their capabilities. Who knows, they may even provide us with weapons that the enemy wouldn’t consider us having.
Z: Very well. We will send an agent to contact the Rose Thorns and determine their usefulness to the cause. Anything else?
L: Yes, any news on when we can lift Martial law?
Z: Soon, Minister Loki, Captain Kariya is almost close to capturing or attaining answers to the murder of foreigners in the city. Anything else? No, Good, then we shall renew our offensive against the Communist Filth and reach out to prospective friends. You are all dismissed.
Captain Eko Onoda grimaced as he looked at the scuttled 155mm artillery piece that the Frost Imperialists abandoned. Despite, his patience paying off with the successful capture of the enemy encampment, news from the front was grim. The Communist Filth had acquired missile technology somehow and had halted their advance to Seranuma.
The Captain’s assault had allowed them to push closer to the city of Shibuki, but rather than press the attack he had orders to reinforce the Seranuma front and try to regain lost momentum by punching open a new front to the city.
Turning away from the cannon, the Captain summoned the troops and spoke, “Alright you Freedom Fighters, Orders just came in from the Brass! They want us to assist our brothers and sisters currently struggling against the Communist Scum of Seranuma. Now I know you’re all itching to press our advantage against the Tyrants, but orders are orders. Any questions”
One of the men asked, “Yeah Cap’n Why’re we being shipped out to help in the first place? Wasn’t the Eastern Army more than capable of ripping through their lines?”
“Well private, the Commies managed to get their hands on enough missiles to halt the Eastern Army’s advance, and unfortunately for us, the Commander of the Eastern Army’s a bloody Blockhead so the Brass wants a unit that can think outside the box.”
“So we’re cleaning up their mess eh?” chimed in another soldier.
“Aye, now any good questions…. No? Good, we’re shipping out once the Western Army sends the garrison.”
Bzerneleg issued an ultimatum to the Frost Empire, requiring that they stop conducting any offensive in Reizen Island against the RDC or face full Bzerneleg intervention in the war. It gives the Frost Empire 6 hours to issue a reply and if the Empire does not reply within that time, Bzerneleg will start its military intervention in the war.

Entering the end of 2018 Doctor Zee had his reservations. As the conflict goes on many more of the population are displaced, and there is absolutely no organization nor civil leadership in the field. It is a wonder how many soldierd can still fight on the field of battle, and where did they get the men to fight? The place is in tatters, and the month has made the conflict in a standstill. As an agent of the MSF he is to proclaim his neutrality at all costs, and can only act in the interest of humanitarianism. He is to not engage except for defensive reasons, and with the Frost assault to RDC, he fears for the MSF staff in RDC, if Bzerne were to attack, they would have to relocate to a safer place.
The sides of the conflict uses harsh chemical weaponry that could severely poison the lands, and those who live in it. Conflict usually spark many trauma injuries, but poisoning from chemicals? That has got to be something new.
