[DRAFT] Regional Security: New DC Act

This thread is related to our current Regional Security Reform, and the new DC Act shall be drafted here.

The old (failed) justice reform group from 2017 actually included some ideas and drafts for security reform. I salvaged the draft for its DC and have posted it here for reference and discussion. This was originally written by me.

An act to establish a council of trusted nations to serve as protection in our region

1. Scope

(1) The Defense Council is a commission of residents entrusted to hold nations with high influence and high endorsement count in the South Pacific for the purpose of defense against foreign invasions and in-game coups of the Coalition.

2. Membership

(1) The Defense Council comprises the Delegate ex officio, as well as any number of free members.

(2) As a condition for acceptance into the Defense Council, a candidate must
a. hold a nation in the South Pacific admitted to the World Assembly,
b. have an endorsement count reasonably close to the currently established endorsement cap,
c. have an influence score greater than the influence gained by a nation holding an endorsement count equivalent to the current endorsement cap for 20 weeks, and
d. be cleared by the Security Agency.

(3) As a condition for continued membership in the Defense Council, a member must
a. keep their nation admitted to the World Assembly,
b. keep their nation located in the South Pacific, and
c. hold an endorsement count greater than the current endorsement cap.

3. Duties

(1) The Defense Council members shall encourage nations in the South Pacific to hold World Assembly membership, to endorse the Delegate and all members of the Defense Council, and to swap endorsements with each other to reach the endorsement cap.

(2) The Defense Council shall monitor the region for violators of the endorsement cap, and guide them into compliance with lenience.

(3) Members of the Defense Council whose nations have been granted Border Control powers in the South Pacific shall execute these powers when ....

4. Continuing Resolution

(1) All members of the former Council on Regional Security shall be appointed as free members of the Defense Council upon passage of this bill.

Would newly-appointed DC and CSI members be first approved by the Assembly?

Should we merge the DC and CSI together? I believe the CSI has the ability to do the work that the DC is tasked to do as well.

Other than that, I believe this is a very interesting idea, since we would always have a strong and active "Delegacy guard" which acts as a reinforced team of security agents protecting the Delegate and help them remain in their seat against those who seek to coup the incumbent Delegate.

Section 10, Article IX of the Charter provides guidance for the CRS on what to do during a coup d'état. Should we draft an article on establishing a framework for a coordinated response between the CSI and DC?

Yes.

Erm, Bzern, one of the biggest changes of security reform is splitting the CRS into DC and CSI. Tounge

The CSI has authority to over the DC during a state of emergency anyway.

You left in quite a few things there that are vestiges of the old framework under which it was written, and you're not considering the new context in which we're writing such an act. I'll put it into more detail later though if you get a chunk of free time before I do, just look at the current recap and compare.

Yep, though it's not particularly difficult and maybe just a rough formula will do the trick:

(cap + 1) * 280

So at the current cap of 400, that's 112280. We have 24 nations at or above that level currently.

a. hold a nation in the South Pacific admitted to the World Assembly,
b. have an endorsement count reasonably close to the currently established endorsement cap,
c. have an influence score greater than the influence gained by a nation holding an endorsement count equivalent to the current endorsement cap for 20 weeks, and
d. be cleared by the Council on Security and Intelligence.

(3) As a condition for continued membership in the Defense Council, a member must
a. keep their nation admitted to the World Assembly,
b. keep their nation located in the South Pacific, and
c. make a reasonable effort to hold an endorsement count greater than the current endorsement cap.

(4) The Council on Regional Security may grant a temporary waiver for upholding the conditions of continued membership on the Defense Council.

3. Duties

(1) The Defense Council members shall encourage nations in the South Pacific to hold World Assembly membership, to endorse the Delegate and all members of the Defense Council, and to swap endorsements with each other to reach the endorsement cap.

(2) The Defense Council shall monitor the region for violators of the endorsement cap, and guide them into compliance with lenience.

(3) Members of the Defense Council whose nations have been granted Border Control powers in the South Pacific shall fulfill lawful orders to execute a border control action.
