Like Belschaft, I wonder what’s keeping people from getting involved in departments that exist within MoRA as is. We have a Media Department, and it’s doing terribly because people who have signed up for it don’t step up. Yet I’m supposed to believe that, just by virtue of it becoming a ministry, things will magically get better?

There’s a case to be made for better advertising and promotion, but beyond that I don’t see how this does anything other than expand the bureaucracy and create additional senior positions, when we need more people on the ground, doing the everyday work of getting stuff done.

To be honest, it's probably the fancy title ... I suspect it's more attractive for people to be the don than a caporegime.

Likewise. I think there is a strong case to be made that there are individuals who may not wish to involve themselves in a huge ministry like RA but would like to run a media organisation.

In any event, given that there are communication portfolios in other GCRs (TNP, TEP, and TRR come to mind), I believe this isn't a particularly radical move. 

Yes, I agree with Amerion in this one. This would certainly stimulate activity, as a whole new bureau would seem like an untamed land ready for adventure and be more enticing to new players to join.

So, if this is just a bid to spur activity in this direction, I'm with Bel and Kris and this isn't the way to go about it. We'll just have an extra elected position that either (a) won't get done or (b) will need to be filled.

Should we take a poll? And ask how many people would more willing to run for these positions if we teased them out?

A few things-

1) Isn’t the whole current point of the Sr Fellow Role in the RA to be in charge of the department they want? MoRA oversees but Sr Fellows are in charge. I thought it was an Umbrella Ministry for a reason.

2) correct me if I’m wrong here but didn’t we at one point have the Delegate doing the WA thing? We polled the region or saw how the peeps were voting and that is where the Del Vote went? What is the Current point of the Del besides a “Figurehead”?

3) I’m not necessarily opposed to creating a WA minister as I myself am still trying to figure out more about how the WA works and I’ve been here for Ages. I’ve just never really paid all that much attention. However I do think if that gets made it should work with the Del as that’s where the Vote power is.

The point of the Delegate is to be a figurehead but also to be a security bulwark. Anything they do on top of that is extra, really. But the Delegate does have lot of freedom to embark on their own projects and had the power to manage the WA vote however they like, currently, which includes appointing an advisor, etc. An actual ministry might have s bit more continuity than the ad hoc nature of a Delegate's projects though.

Regarding the debate on whether or not this is necessary/a good idea wrt activity, etc: if we were a real government, I'd say this is all ridiculous, but, since we're a game, I actually think a bit of a shake-up like this isn't a bad idea. It may or may not aid in recruiting new talent to lead and be engaged in the ministries, but I don't think it can do much harm and having a more detailed structure in law laying out what activities we want to see in the region could actually be quite helpful.

From what I have read, we don't have to go straight to having a Ministry of Cultural Affairs and Ministry of Media. I think we could start with having them in the same ministry (Cultural Affairs) and revisit the issue of creating a media ministry if the situation necessitates it. Also, I have no problem including roleplay in the scope of a Ministry of Cultural Affairs. If I recall correctly, TNP's Ministry of Culture includes roleplay.

EDIT: I took the initiative to reserve the nation names of these hypothetical ministries in the event that we do form them:

That's a valid point for media and integration. WA affairs, however, really doesn't have any existing structure for people to get involved in. I can do WA stuff personally, and others can decide to make WA threads on the forum, but the fact of the matter is that we simply have no existing part of our government dealing with WA matters.
