I'll weigh in on MoRA: we should split it up. No one has been able to get integration off the ground. Events have a tendency to be rushed affairs with low participation. Media is an individual effort when it happens, and rarely is there any consistency. It is simply a huge portfolio and it is about time we split it up so it can be more manageable. One person is not going to be able to fix this. The ministry should be split up if we want the kind of activity from MoRA that we expect.
Above all else, I hope to be a decent person.

Well, the framing of it is less about "competition" per se — but more, do we have interested candidates we  can see running into the  future? If we make this a Cabinet-level position, we're going to need to find someone to fill the position — whether or not people run. And, relatedly, if we can only think of one person for the position currently, why not find some other way to make to official? An ongoing prop appointment or the like?

Second, I must say I'm sold on the RA shake up. As the RA Ministry grew with different expertise and interest of its minister, it's become quite a mix of different things: events are pretty much a horse of a different color than running a news org and any attempts at integration. Breaking this up seems to make sense.

I would argue an emphatic yes. Consider what is presently within the scope of the MoRA — and forgive me, this is off the top of my little head:
  • Media
  • Integration
  • Events
  • Role-play
  • And really, anything else that isn't Assembly, military, or foreign affairs-related.
It's just such a large portfolio that dwarfs the other two ministries. Even Agalaesia who to his credit is one of the more involved and disciplined ministers we have had in some time appears to struggle with the workload. When he moves on to bigger and better things, will we be able to maintain the ministry in its current form? I think not and am therefore in favour of sharing the burden among multiple people.

As much as it loathes me to say it... yes split MoRA up. It's a lot of work covering too many large departments.

Even with Aga it's not effective in its current setup.

I think there's a tendency to avoid change in this region if there isn't a pressing problem to solve, but, even if you don't see the size of the MoRA as a problem (and, personally, I think that it is these days) is there any reason to only have only ONE ministry covering that portfolio other than that it already exists that way?

I mean, this is a game. Is change for change's sake really that bad?

I wonder if our Chair might use her discretion to organise an indicative poll to guage the Assembly's opinion on the matter beyond the loudest voices in this debate thread? Something like, 'Do you think the Ministry of Regional Affairs should be split into two or more separate ministries?'

I support Somy's earlier proposal to create a Ministry of Cultural Affairs. There was another proposal to create a Ministry of Media and it can be debated as to whether to create this or include it in MoCA.

While there is no harm splitting up ministries. Separating them out still doesn't solve the problem of lacking personnel with the necessary expertise. Ambitious MoRA projects such as newspapers and events require dedicated people who know what they are doing. Splitting up ministries is just a structural change with no change to the personnel. It has never been a managerial problem, it is a personnel problem. Without a good base of employee, replacing managers (which every election does) doesn't help anything. 

TNP is able to get their big projects sustainable because they have a nice base of really really dedicated people. Even then, this base of people appears to be very small from outside observation. I will make a guess that they only have at max 5-8 dedicated people in culture affairs and 1-2 people (the MoWA) who handle the WA ministry. What can be considered big is their roleplay people, who are the primary source of personnel for their RA ministries. Other activities like approaching newbie and telegram is entirely automated. 

The only solution to the core issue I can think of is having our established people work their ass off on Amerion-level and stick to a schedule as if they will be fired if they don't do it to build up the infrastructure then take in the newbie who are interested, train them, and give them something to do (And proactively asking them about their job). It took a minimum of 5 years for most region to reach TNP or Europeia-level of sustainable RA activities. If we are doing it in under 5 years with integration only being paid attention to starting in 2018 then significantly more effort is required. This is of course easier said than do. However, clever planning can make the workload high only at the beginning. Take media for example, just make a regularly updated but simple and short news service that anyone can spend 30 minutes per week writing while making complicated news services like Coco Press less regular. For university, make a platform for people to share their courses, then have one person curate good ones and post as dispatches on gameside to create an incentive. Recruiting and guiding new people can be done entirely through dispatches, forum information threads, and telegrams which can be automated. Cultural events and roleplay pretty much require personal effort. Something I notice is that cultural events don't usually get active gameside promotion which I think is why most of them have low participation rate. This is where the MoRA split makes sense, the integration projects grow so big and the staff between integration and cultural projects are clearly divided (There will be people who only do integration and there will be people who only write news and work on events). For now, our RA people cross between the jobs too much for splitting to make sense, you will either have no people working in the new ministry, or all ministries having the same personnel (and needless to say, the same problem).

As for the WA, I think that we should make it a department of a ministry or something independent of ministry-control (like SWAN) to build up the community, if it becomes big enough, the community of WA voters will need to have actual and direct political power, this is when we can turn them into a proper ministry.

I understand your concerns, but I'll counterpoint by saying that reducing the scope of a Cabinet official, and this mostly applies to the MoRA, may actually help in producing a more functional agenda. Granted, there may be overlap between who's participating in ministries, but creating another Cabinet official or two (eg. MoCA and/or MoM) could give more attention to things such as roleplay and media. As a roleplayer, I don't believe that MoRA has been able to put together a productive roleplay agenda in the past and a MoCA could change that by better organizing inter-regional events and intra-regional promotion, which I don't think the MoRA has had the time to do.
