[FAILED] Amendments to the Charter and addendum (EA/CA/WA)

I have revised the amendments to also amend the Regional Officers Act. If there are no more objections, I motion for a vote on all four proposed amendments.

As I've mentioned before elsewhere, I do feel the RO Act should be amended to instead grant the Cabinet some fixed amount of RO slots that they can give out for themselves, rather than directly mandating them. We only have 12 slots available, things are tight.

7 out of 12 ROs are CRS members. Maybe, we should look at reforming the CRS? TNP has 11 Security Councillors, but they're not formally named as regional officers, allowing them to name seven Cabinet ministers as regional officers.

EDIT: After reviewing the Charter, you will find under the Powers of the CRS:
Quote:(11) The Delegate must grant members of the Council on Regional Security appropriate Regional Officer powers to fulfill their duties. When there is a limited number of Regional Officer positions available, those positions must be given to the most senior Council members.

By removing the least senior CRS members from the list of Regional Officers, we can appoint the new Cabinet ministers as Regional Officers, which is permitted by the Charter.

How about something like this instead?

Not marked up, just writing as I'm thinking - replace section 2 with the below, scratch section 3, and rewrite that subsection in the Charter as below

Quote:2. Regional Officers

(1) The in-game Delegate will be granted all Regional Officer powers.

(2) The Cabinet may assign up to 4 Regional Officer positions, which may include any combination of Appearance, Communication, Embassy, and Poll powers.

(3) The Council on Regional Security may assign up to 4 Regional Officer positions, which may include any combination of Communication and Border Control powers.

(4) The Local Council may assign up to 3 Regional Officer positions, which may include any combination of Appearance, Communications, and Polls powers.

(5) During elections, the Election Commissioner will be granted the Polls and Communication powers.

(6) Additional Regional Officer positions that are available may be assigned at the discretion of the Delegate with any combination of Appearance, Communication, Embassy, and Poll powers.

I think it's important that the Prime Minister is given a position with as many powers as possible. It's already too easy for people to mistake the delegate as the head of the government and removing the Prime Minister form the RO posts will only further that.

If you want to make it 

(2) The Prime Minister will be granted all possible Regional Officer powers and the Cabinet may assign up to 3 Regional Officer positions, which may include any combination of Appearance, Communication, Embassy, and Poll powers.

That's inarticulate ... but the point remains.

Related to these proposals and continuing from a line if thought on Discord, should we amend the language surrounding cabinet vacancies to allow some seats to remain vacant (like integration) if there is no one to run for them? I'm just aware that, to begin with at the very least, we may not get enough candidates and it would be awkward to make an appointment in such circumstances. Plus, as very few MoRAs actually cover all the areas that the ministry can encompass, this is effectively the case most terms anyway.

If we have concerns about filling all the cabinet posts people are proposing creating it might not be the best idea to create so many.
