Alternatively, how about we implement reforms similar to the North Pacific's Security Council, which has eleven members, but none of them are named as Regional Officers.

(9) The Council on Regional Security will be responsible for establishing an appropriate cap on endorsements, ensuring that such a cap is not detrimental to the growth of the region. The Intelligence Coordinator and the Minister of Military Affairs will maintain a regional intelligence classification system as necessary for ensuring information security.

(2) The Cabinet ministers will be granted Appearance, Communications, and Polls powers unless otherwise stated.

I have added the following into the amendment:

(6) Members of the Council on Regional Security who concurrently serve as another Regional Officer named in this Act shall be granted the powers of both offices. This will not count toward the three Regional Officer positions allotted to the Council on Regional Security.

This seems like a fair proposal. If someone holds both of these offices at the same time, it only stands that they should get the powers of both offices.

 Unless this was intentional, the current wording makes it sound like only a single minister at a time may have Embassies power.
