[FAILED] Amendments to the Charter and addendum (EA/CA/WA)

There are four versions of this amendment to the Charter of the South Pacific. In this version, three new ministries are created while Regional Affairs becomes discontinued. The new ministries are Educational Affairs, Cultural Affairs, and World Assembly Affairs. There are also amendments to Article IX of the Charter and the Regional Officers Act in order to address the proposed amendments to the Charter. Any vote on these proposed amendments should be done in accordance with Article 1, Section 5 of the Legislative Procedure Act.

Quote:VI. THE EXECUTIVE

(2) The Cabinet will consist of ministers with the following portfolios: Foreign Affairs, Regional AffairsEducational Affairs, Cultural Affairs, and Military Affairs, and World Assembly Affairs.

Minister of Regional Affairs

(7) The Minister of Regional Affairs will be responsible for promoting regional and forum activity, integrating new players into the forums, organizing cultural events, and communicating with the world about the South Pacific’s activities.


Minister of Foreign Affairs

(87) The Minister of Foreign Affairs will be the Coalition’s chief diplomat. They will be responsible for establishing the government’s foreign policy program, communicating with allies, and coordinating with the military on foreign policy priorities when necessary.

(98) The Minister of Foreign Affairs holds the sole power to initiate treaty negotiations with other regions, groups, and organizations, but may designate officers to handle those negotiations. Upon completion of a treaty negotiation, the Minister must present it to the full executive for majority approval, before submitting it to the Assembly for ratification.

(109) The Minister of Foreign Affairs will be responsible for establishing standards for the creation and maintenance of consulates and embassies.

Minister of Educational Affairs

(10) The Minister of Educational Affairs will be responsible for integrating citizens of the South Pacific on all platforms, encouraging the retention of and providing guidance to new players, and educating citizens about the various institutions of the South Pacific. They may cooperate with other ministries and the Local Council to fulfill these duties.

Minister of Cultural Affairs

(11) The Minister of Cultural Affairs will be responsible for promoting activity on all platforms of the region, organizing cultural events within the region and with other regions, hosting games and other activities, and fostering and supporting regional roleplay.

(12) The Minister of Cultural Affairs will be the chief journalist of the Coalition and will communicate with the world about the South Pacific's activities. They will be responsible for managing the various media of the South Pacific, overseeing media coverage of the various activities of the region, and creating and storing official graphics of the South Pacific. The Minister of Cultural Affairs may cooperate with other ministries in producing media content.


Minister of Military Affairs

(1113) The Minister of Military Affairs will be the civilian leader of the armed forces of the Coalition, the South Pacific Special Forces. In conjunction with a group of Generals, the Minister of Military Affairs will be responsible for the defense of the Coalition, building military activity, and conducting military operations.

(1214) The Minister of Military Affairs may elect to establish an intelligence office, in equal coordination with the Council on Regional Security.

Minister of World Assembly Affairs

(15) The Minister of World Assembly Affairs will be the Coalition's chief representative to the World Assembly. They will be responsible for providing opinions and recommendations to the Delegate and the region on proposed resolutions in the General Assembly and Security Council and helping members of the South Pacific in drafting proposals.

Addendum 1 – Amendment to Article IX of the Charter

(11) The Delegate must grant members of the Council on Regional Security appropriate Regional Officer powers to fulfill their duties. When there is a limited number of Regional Officer positions available, those positions must be given to the most senior Council members.

Addendum 2 – Amendment to the Regional Officers Act
Quote:2. Regional Officers

(1) The in-game Delegate will be granted all Regional Officer powers.

(2) The Cabinet ministers will be allotted four Regional Officer positions and granted Appearance, Communications, and Polls powers unless otherwise stated. They will decide which Cabinet ministers among them will be granted Embassies power.

(2) The Minister of Foreign Affairs will be granted the Embassies power.

(3) The Minister of Regional Affairs will be granted the Appearance and Communications powers.

(43) The Prime Minister will be granted the collective set of powers granted to the other Cabinet ministers hereinall non-Border Control powers.

(54) Members of tThe Council on Regional Security will be allotted three Regional Officer positions and granted the Border Control and Communications powers.

(65) At least one member of tThe Local Council will be allotted three Regional Officer positions and granted the Appearance, Communications, and Polls powers.

(6) Members of the Council on Regional Security who concurrently serve as another Regional Officer named in this Act shall be granted the powers of both offices. This will not count toward the three Regional Officer positions allotted to the Council on Regional Security.

(7) During elections, the Election Commissioner will be granted the Polls and CommunicationCommunications and Polls powers.

This is the one I most prefer. It keeps things simple and allows for the creation of the WAA ministry, which I believe is a good decision to make. It doesn't create too many ministries, and still allows the creation of the World Assembly Affairs ministry, which for me I think works best out of all the options.

Do you mean to vote on each ministry individually? If so, I think that would be reasonable.

I'll have to issue an objection before we vote. The Regional Officers Act also mentions the Minister of Regional Affairs explicitly and is not addressed in the amendments.
