[Debate] Splitting RA Round 2

I am still heavily opposed to the idea of splitting MoRA.

Splitting MoRA would just result in two departments with a lack of activity. It wouldn't change anything.

It is clear that we can't just do nothing anymore, eventually, the ministry will split. We have had this discussion several times since the Great Council ended in 2016. We should stop kicking the can down the road and finally work something out. If we don't like the changes that we have made, we can always change them; the region isn't set in stone after changes are made.

I do like the idea of splitting Culture and Education/Integration into two separate categories, but as it stands, and as other have expressed, there's just not enough activity to warrant a split right now. You've got just about really the current existing management of MoRA as the primary active members, totaling to around 8 people. Splitting the ministries would cause the activity to dwindle because of the nature of splitting to begin with. If the ministries were more active and more selective and specific oversight was needed, then I would completely understand, but at the current moment MoRA's too small to warrant a split.

In other words, why would we half an already small ministry that's able to manage itself sufficiently?

Addendum: I recognize that I am a rather newer member to the region and thus do not have the same historical background as the rest of you. In case it came off in a bad light, the question is genuine, because from my PoV, the ministry seems able to run sufficiently with our current numbers, and breaking those up would make the workload altogether more difficult to bear in my understanding.

Making it even smaller is actually the point by this proposal's supporters. The very high work load of the MoRA minister should be relieved to increase efficiency. I personally think the split will be justified if the integration program is truly big and complex. Otherwise with what we got, there is no need for a split.
