[Historical] Flered Convention

The year is 1977. The Sedunnic government has invited all nations that are directly impacted and/or directly impact the marine environment of the Mediterranean Sea, the goal being to agree on a treaty with measures for its protection. The following was proposed
 
Flered Convention on the Protection of the Marine Environment of the Mediterranean Sea Area

Flered, Sedunn - 1977, amended 1996


I. Encompassment and Parties:
The Mediterranean Sea Area ("the Area") shall consist of all sovereign nations and their associated territories within the Mediterranean drainage basins according to Annex I. The Parties to the Convention shall be all sovereign nations with territory in the Area.

II. Scope:
The Parties to the Convention agree to individually or jointly to take all appropriate legislative, administrative or other relevant measures to prevent and eliminate pollution in order to promote the ecological restoration of the Area and the preservation of its ecological balance. The Parties agree to the following.

III. Provisions:
The Parties undertake to:

1. Take preventive measures when there is reason to assume that substances introduced, directly or indirectly, into the marine environment of the Area that may create hazards to human health, harm living resources and marine ecosystems, damage amenities or interfere with other legitimate uses of the Mediterranean Sea;

2. Apply best environmental practices and best available technology according to the criteria set out in Annex II;

3. Notify and enter into consultations with each other in case of an environmental impact or a proposed activity that may impact the environment of the Area;

4. Maintain adequate ability to respond to pollution incidents;

5. Set up and fund a Mediterranean Marine Environment Protection Commission ("the Commission", "MMEPC") which shall be responsible for implementing the Convention, making recommendations to the Parties, defining pollution control criteria and objectives and promoting additional measures in co-operation with respective governmental bodies of the Parties. The Commission shall be based in Flered, Sedunn;

6. Pay individually for the future damage done to the environment by the individual Party as determined by the Commission.

IV. Signatories:
By signing, the following nations commit to the treaty and its ratification no later than by the end of 1980.

The following nations have signed: Ela, Ikoania, Mauquibie, Sedunn,

Ela joined & signed the (original (?) ) treaty

Mauquibie participated in the conference but did not sign right away, mostly because of its heavy steel industry, essential to its economy. They signed in 1989.

Ikoania did not participated in the conference because Ikoania was in isolation due to a decree by Emperor Adel Rohadek.
Ikoania signed the treaty in 1991. 5 years after he died.

Does this clause apply to those who signed later?

Does this clause apply to those who signed later?

No, there would likely have been an equally long period after signing it to make the needed adjustments.

Stoinia participated in the conference and signed the treaty in 1977.

Myria participated and signed the treaty in 1977 as well.
