Cabinet Update, 11/6/2021

6 November 2021

Fellow South Pacificans,

I'm pleased to introduce the new format for the bi-weekly Cabinet Updates that we'll be publishing throughout this term. In these periodic updates, my primary goal is to provide the Assembly with information about the activities of the executive government in the previous two weeks and our goals for the upcoming two weeks of the term. Often, this will also include an update on progress and vision for broader executive projects for the term. My hope is this will both be a tool for the Assembly to hold the Cabinet accountable (i.e. "is the Cabinet achieving what we set out to achieve?") and a way for the Cabinet to hold itself accountable (i.e. "am I doing what I need to do to accomplish my goals for the term?"). Over time, these Updates will provide a more comprehensive picture of the Cabinet's activities throughout a term -- areas and times where progress excelled and others where it was continually stalled and frustrated -- allowing self-reflection to diagnose problems and correct moving forward.

Unfortunately, there has been a shake up in the Cabinet this term. @Concrete Slab is stepping down as Director of the Office of WA Legislation to focus on real life matters. We wish Slab the best of luck as he addresses these matters. I am currently working on filling the position of OWL Director and hope to announce a new Director by the end of the week. Additionally, there is no report for the Ministry of Engagement this update because Minister of Engagement @Tishers [Nyxonia] is currently on a leave of absence.

With that, I present the first bi-weekly Cabinet Update. We welcome questions or feedback on our progress on Discord or via posts in this thread!

Cabinet Update, 11/21/2021

21 November 2021

Fellow South Pacificans,

The Cabinet has begun to hit its stride in this portion of the term. With our term one-quarter of the way over, the "set up" portion of the term is concluding and the portion of the term where serious work can be accomplished and projects can be rolled out is beginning. Since the last Cabinet update, I have appointed @Jay Coop as OWL Director, once again hoping for meaningful reform to OWL, and he has had a productive past two weeks, rolling out unprecedented new efforts to revamp OWL in his first week in office and bringing us some of OWL's first published recommendations in almost two months. In addition, normal activity has hummed along in the each of our Ministries. Sadly, the Cabinet will be losing Minister of Defense @Witchcraft and Sorcery as they step back to prioritize their real life and mental health.

This time period also saw some turnover in the Cabinet's staff. Cabinet Advisor @Nakari has resigned by mutual agreement due to the introduction of a conflict of interest after her election as Delegate of The Rejected Realms. The Cabinet wishes Delegate Nakari and our allies in The Rejected Realms the best of luck in the upcoming term. To supplement the Cabinet's staff, I am happy to announce @Purple Hyacinth will be joining us as a Cabinet Advisor for the remainder of the term. Purple Hyacinth brings with her a history of strong activity in TSP, with her work as Chair demonstrating administrative excellence and a strong history of work and experience in the Ministries of Culture and Engagement and the Office of WA Legislation, hitting on many of the areas where we are currently in the process of needing deep reforms and new energy to our existing programs and processes. While Purple Hyacinth became inactive at one point and was recalled as Chair, Hya has demonstrated a desire to return to regular activity in TSP recently and Cabinet Advisor is an ideal position for her to contribute to ongoing projects and gain greater experience working in executive government.

Prime Minister @HumanSanity
Activities in previous two weeks:
  • Oversaw Sunshine Act release from Penguin's Cabinet with help from Cabinet Advisor @Nakari.
  • Guided OWL reform proposals implemented by the Director.
  • Oversaw foreign affairs discussions.
  • Conducted one-on-one outreach to newer Legislators about executive staffing.

Goals for the next two weeks:
  • Ensure successful publication of TSJ by Ministry of Media.
  • Work with OWL Director to increase engagement with new WA voting system.
  • Work with Minister of Engagement to organize new Dispatch materials and Helper program.

Minister of Culture @im_a_waffle1
Activities in previous two weeks:
  • Started posting links to events on the RMB.
  • Continued to consistently run daily events.
  • Continued to plan inter-regional event in December.

Goals for the next two weeks:
  • Begin to start a new event on Fridays in place of Forum Fridays.
  • Continue planning inter-regional event in December.
  • Roll out a RMB bot which allows event runners to post links to their events quicker.

Minister of Defense @Witchcraft and Sorcery
Minister @Witchcraft and Sorcery has announced their resignation as Minister of Defense. The position will be filled by a special election shortly.

Minister of Engagement @Tishers [Nyxonia]
Activities in previous two weeks:
  • Sent telegram for endorsement drive for Coral Guard member.
  • Began work on Dispatch re-write and Helper program.

Goals for the next two weeks:
Minister currently unavailable to provide this update.

Minister of Foreign Affairs @Roavin
Activities in previous two weeks:
  • Not that much unfortunately, due to the Minister's RL persona having to deal with a stupid work deadline.
  • New form for submitting foreign news updates as well as documenting diplomatic communications in a standardized manner.
  • Appointed some people to Ambassador positions.

Goals for the next two weeks:
  • Get caught up on some extant treaty discussions.
  • Finish list of regions and associated talking points.

Minister of Media @Floptop
Activities in previous two weeks:
  • TSJ work.
  • Setting up Weekly Media.

Goals for the next two weeks:
  • Release of TSJ in the next few days.
  • Starting work on the December TSJ.
  • Release of the first Weekly Media.

Director of the Office of WA Legislation @Jay Coop
Activities in previous two weeks:
  • Discussed the future of the OWL with staff and implemented new Discord-focused voting system.
  • Worked to get the votes out on WA proposals.

Goals for the next two weeks:
  • Continue getting votes out.
  • Implement tweaks for new Discord-based system.
  • Work to publicize OWL's new Discord-based voting system and activity on-site.

Faithfully yours,
HumanSanity
Prime Minister,
on behalf of the Cabinet

Cabinet Update, 12/7/2021

7 December 2021

Fellow South Pacificans,

Work from the Cabinet is currently ongoing in a variety of areas, with major highlights in several Ministries from the past two-weeks. In addition to progress in individual Ministries, the Cabinet has managed to release several full-Cabinet projects that I'm incredibly optimistic will have long-term positive effects on regional activity and engagement. At the same time, progress has (understandably) slowed in some areas due to the combination of American Thanksgiving and finals season for many of the students in the Cabinet. Despite this, I'm optimistic as we all come back from LOA we'll be able to hit the ground running in terms of further progress.

Prime Minister @HumanSanity
Activities in previous two weeks:
  • Oversaw the release of Cabinet Order 7 on regional Discord pings and Cabinet Order 8 on the Frontier/Stronghold update.
  • Began organization of the Executive Recruitment event for the weekend of December 18-19.
  • Ran telegram and Discord promotion for the Ministry of Culture.
  • Assumed responsibility for some Ministry of Defense administrative duties in absence of the Minister.

Goals for the next two weeks:
  • Complete successful release of Sunshine Act release from Sandaoguo's Cabinet.
  • Successfully run Executive Recruitment event.
  • Ensure a Ministry of Engagement plan for the remainder of the term is released and published.

Minister of Culture @im_a_waffle1
Activities in previous two weeks:
  • Released the December Culture Calendar.
  • Started posting links to games on the RMB.
  • Added form for the RMB QOTD for people to suggest questions.

Goals for the next two weeks:
  • Planning interregional events for this month.
  • Replace Forum Friday with new events in our culture calendar.

Minister of Defense Vacant
The office of Minister of Defense is currently vacant. SPSF General Corps and Officers worked on the successful liberation of The New Order Last days of Europe and Commander HumanSanity issued a special egg nog themed report which was also released Gameplay Forum. SPSF has also had an influx of new applicants.

Minister of Engagement @Tishers [Nyxonia]
Tisha has been on a Leave of Absence.

Minister of Foreign Affairs @Roavin
Minister of Foreign Affairs Roavin has been hard at work organizing the diplomatic corps, releasing the Cabinet Order regarding the Frontier/Stronghold update, and working on ongoing diplomatic conversations.

Minister of Media @Floptop
Activities in previous two weeks:
  • Release of November TSJ.
  • Setting up Weekly Media.
  • Begin work on December's TSJ.

Goals for the next two weeks:
  • Release of the first Weekly Media.
  • Begin work on December's TSJ.
  • Continued release of Weekly Media.

Director of the Office of WA Legislation @Jay Coop
Director Jay is currently on leave of absence until 12/10.

Faithfully yours,
HumanSanity

I just have a couple of questions about the above areas, if you don't mind.
  1. Even if the heads of department for Engagement and OWL are on leave, which is absolutely their right, are there any developments that we should keep in mind?
  2. I'm glad to see that Media is continuing with its steady publication schedule and I know that this takes a lot of effort and commitment, but I wonder if there's a chance we might see more analytical and opinion-based publications, for example opinion columns from prominent members or panel discussions about relevant issues in TSP and NS.

Thank you for your questions! As a note, since I'm not sure if people were confused, this thread is exactly intended to ask questions about anything in the updates and I or a member of the Cabinet will address it.
(12-07-2021, 07:29 PM)Kris Kringle Wrote: Even if the heads of department for Engagement and OWL are on leave, which is absolutely their right, are there any developments that we should keep in mind?
In OWL, we are back to our normal OWL Recommendation issuing schedule, having issued four recommendations in the past two weeks (Against 'The Environmental Protections Act', For 'Commend Mount Seymour', For 'Commend Elegarth', and For 'Sustainable Peace and Development'). This does mean we missed the vote on "Repeal: “Promotion Of Clean Energy”" and "Repeal: “Clean Prostitute Act”", but our system is running much more smoothly than it was at the beginning of the term.

The projects in the previous update for OWL (gameside outreach about the new Discord voting system) have been delayed until the Director returns. I want to give credit where credit is due to @Purple Hyacinth for stepping up while Jay is on LOA to take care of a lot of the day-to-day business of OWL.

For the Ministry of Engagement, there are no significant developments in progress at this time.

I have flagged this for the Minister since he is likely in a more direct position to address it.

Cabinet Update, 12/21/2021

21 December 2021

Fellow South Pacificans,

It has been a busy but tumultuous past two weeks for the Cabinet in the South Pacific. The first week of this update was busy with real life matters for myself, the planning of the Executive Recruitment Weekend, and handling the inactivity issues in the Ministry of Engagement. Despite these challenges, many Ministries nevertheless had productive weeks, with the Ministry of Culture continuing its excellent term of consistent activity and well-attended events, the Office of WA Legislation keeping up with its goals for recommendation publication and vote opening, the Ministry of Media publishing its first Weekly Media piece, and the South Pacific Special Forces boasting one of the highest liberation turnouts of any defender region in this weekend's liberation of China. Despite challenges, this Cabinet has risen to the occassion of throughout the past two weeks, and we look forward to continued growth throughout the term.

Special Cabinet Update, 01/04/2021

4 January 2021

Fellow South Pacificans,

For starters, I'd like to take this opportunity to wish the region and its members a Happy New Year. A new year can bring new opportunities and challenges for all of us, and I'm incredibly excited for what this year has in wait, both for each member of our community individually and for our community itself.

Serving as Prime Minister, and indeed in government generally, is about both diligent hard work and perseverance. At times, it can feel as if your efforts aren't paying off or things aren't coming together, the work can feel daunting and cause a sense of exhaustion. However, sometimes you have a week where you can look back at the work your government has done, smile broadly, and say with great pride that the region is moving forward, matching the vision that has been laid out for it, and genuinely thriving. This is one of those weeks.

At home, our Discord activity is skyrocketing compared to several months ago, with persistent chatter in the Lampshade District. This is in due to a variety of factors, including a welcoming environment cultivated in #lampshade-bar for new members, outreach efforts by some of our Ministries, and the fantastic cultural work being done by Minister of Culture @im_a_waffle1. During these past two weeks, Discord administrator/Minister @Roavin roled out reaction roles as a result of Cabinet Order 7, allowing us to move our Discord ping usage in a more sustainable direction (in exchange for this, he has received this pun). As a result, we've been able to address the primary concern raised in Culture Minister Doge Land's feedback for the mid-term Cabinet poll about over-pinging for our Culture Calendar events, all without a decrease in event attendance. The Cabinet poll, along with election coverage and interviews in December's The Southern Journal reflect a desire by the Ministry of Media to have our content better drive and reflect domestic political conversations and activity, and as a result Minister Floptop began to also publish articles on the forum in hopes of producing greater back-and-forth discussion and engagement. Minister of Engagement @Purple Hyacinth is still unpacking her things but hit the ground running after the holidays on staff outreach, organizing new programs for outreach to new members, and giving interested staff an opportunity to revitalize old programs like the wiki project. Beyond this, we've also nominated a new Legislator Committee member in hopes this will ease the integration work that must be done outside our offices.

This strong base of activity we are building at home is being critically leveraged to support our interests abroad. A rebound of internal cultural activity has created extensive opportunities for new recruitment for the South Pacific Special Forces, which Minister @Moon has been taking critical advantage of in the aftermath of our liberation of China and the broad civilian outreach program this involved, an effort that has brought the total SPSF Tsunami and Tidal Force combined roster to over 50 members. In addition, to recognize those valiant soldiers and volunteers, Minister of Defense @Moon hosted a special ribbon ceremony for the China liberation. Following up on these efforts, the SPSF has maintained consistently high update turnouts for smaller operations since the China liberation, including an impressive eight updater turnout for the defenses of Warzone Sandbox and Japan from invader forces. In addition to these gains in terms of personnel and victories on the battlefield, the South Pacific's Ministry of Defense has taken the lead on political elements of our defender values, with Minister Moon authoring the currently at-vote Security Council proposal Liberate A Liberal Haven, a founderless region currently under lock and key by The Black Hawks and Lone Wolves United. To support this resolution, our World Assembly voting bloc the Partnership for Sovereignty has issued a for recommendation and we are joined in voting for this resolution by every single treatied ally of the South Pacific, along with dozens of our embassy partners including The Free Nations Region, Thaecia, The Pacific, The Order of the Grey Wardens, Balder, Europeia, Forest, and Democratic Socialist Assembly. In an effort to continue building our influence, the Ministry of Foreign Affairs is continuing its project to reach out and solidify relations with our diplomatic partners, including in collaboration with the Ministry of Culture through the hosting of interregional festivals like Harry Potter and the Festival of Friends with our allies from 10000 Islands, The East Pacific, and The Rejected Realms and the roll out of our new interregional minecraft server with The East Pacific, 10000 Islands, The Free Nations Region, Thaecia, and the Alstroemerian Commonwealths. This vital cultural work will help ensure the South Pacific's political relationships are backed by shared cultural identity and engagement.

Altogether, our region is moving in the right direction of building a thriving internal community which supports its efforts abroad to protect our security and promote our belief in broader regional sovereignty. I would like to thank the region as a whole for working with us throughout this term, every single member of this Cabinet for their hard work and dedication, and everyone who has indulged this longer-than-normal New Year's Cabinet Update. I look forward to the opportunity to work with every South Pacifican throughout the rest of the term as we strive to make the South Pacific the best region it can be.
