A Resolution of the Seas |
Dear Ambassadors, I would like to submit to you the following resolution for debate and vote to formalise and enhance the legal framework and environmental management of our common resource, the ocean.

Sedunn welcomes the initiatives that aim to safeguard the marine environment. However, we do not believe that amending the already established international laws is necessary. Furthermore Sedunn does not believe placing international waters under any jurisdiction is feasible and that the International Court is not equipped to handle all the kinds of crime that would fall under its responsibility.
Additionally, Sedunn cannot commit to laws that could seriously hinder its defence operations which are conducted all the way from within a possible adversary's territory through international waters to within our own territory. Unfortunately Sedunn cannot abolish sea mines but will continue to adhere to the laws governing naval warfare. We thus submit the following counterproposal. A resolution to protect marine environments Section A - Legal Framework 1. The mandate of this resolution will be enforced by the Committee for the Climate and The Environment whose chair will be responsible for leading a WF Office of the Marine Environment. Section B - Prevention of overfishing 1. The WF Office of the Marine Environment shall cooperate with coastal states to set advisory quotas for fishing in their territorial waters and EEZ based on scientific evidence to combat overfishing. Quotas remain in the jurisdiction of the sovereign nation, but overfishing shall lead to red listing of derived produce from the infringing coastal nation. 2. The WF Office of the Marine Environment shall assign sustainable fishing quotas in international waters Section C - Exploitation of natural resources in international waters 1. WF members shall submit to follow assigned sustainable permits for the exploitation of natural resources in international waters from the The Office for the Marine Environment. 2. The Office for the Marine Environment will set minimum international standards for the exploitation of marine resources. Section D - Waste and Pollution 1. The Office for the Marine Environment will have the authority to set legally binding limits on waste and pollution into the oceanic environment with an ultimate aim of eliminating pollution. 2. The Office for the Marine Environment will have funding to provide support to schemes to remove existing plastic waste from the ocean. Section E - Endangered Species and Marine Environments 1. The Office for the Marine Environment will maintain a list of endangered animals which prohibits their exploitation and damage to their marine Environment. 2. The Office for the Marine Environment will have funding to support schemes to maintain and enhance marine environments and protect endangered species. 3. The Office for the Marine Environment will monitor and report fish marine life levels globally and make suggestions for the sustainable exploitation of fisheries, recognising keystone species as key stakeholders. Madame Speaker,
just like the honorable ambassador of Sedunn expressed already, I welcome you proposing a resolution to expand regulation in international waters, especially in regards to a sustainable development of our seas. Equally we do not see, why it is necessary to codify rules, which are already codified in other international agreements, that have been found prior to 2017, and do not necessarily see eye to eye in making certain regulations stricter than they currently are. This is why GI-Land is backing the counter-proposal by the Kingdom of Sedunn with some amendments: Resolution of the Seas
Section A - Purpose and Legal Framework
1. This resolution aims to set rules and procedures with the goal of sustainable economic activity in the seas of Pacifica and the protection of maritime environments. 2. 1Unless stated otherwise in this resolution, international agreements on the laws of the sea are not altered and keep their validity. 2This encompasses especially agreements defining the extent of territorial waters, exclusive economic zones and the rules of naval warfare, innocent passage and maritime scientific research. 3. The mandate of this resolution will be enforced by the Committee for the Climate and the Environment whose chair will be responsible for leading a WF Office of the Marine Environment (OME). Section B - Regulations on the Exploitation of Resources in Maritime Environments 1. 1It is not permitted to exploit natural resources or fish in international waters. 2Exemption permits tied to sustainable quotas for resource exploitation and fishing as well as minimum international standards for the exploitation of marine resources and fishing can be issued by the OME upon application by a member. 2. 1Within terrotorial waters and the EEZ, the OME shall cooperate with coastal states to set advisory quotas for fishing based on scientific evidence to combat overfishing. 2Quotas remain in the jurisdiction of the sovereign nation, but overfishing shall lead to red listing of derived produce from the infringing coastal nation. Section C - Waste and Pollution 1. The OME will have the authority to set legally binding limits on waste and pollution into the oceanic environment with an ultimate aim of eliminating pollution until 2050. The limits and the progress made in eliminating pollution will be reviewed and eventually adjusted yearly. 2. The OME will have funding to provide support to schemes to remove existing waste from the ocean. Section D - Endangered Species and Marine Environments 1. The OME will maintain a list of endangered animals which prohibits their exploitation and damage to their marine Environment. 2. The OME will have funding to support schemes to maintain and enhance marine environments and protect endangered species. 3. The OME will monitor and report marine life levels globally and make suggestions for the sustainable exploitation of fisheries, recognising keystone species as key stakeholders.
