CERTIFICATION OF RESULTS



WHEREAS a round of voting was held between the days of 06 Sep 2022 and 09 Sep 2022, let this proclamation serve as an official count of the vote and official validation of the result after all votes have been properly counted and considered.

RESULT
  • The Haughtherlands: 81.48% (Elected Chair of the Assembly)

  • Re-Open Nominations: 18.52%
[IMPORTANT] Legislators who cast private ballots and received their individual vote tracking codes are kindly asked to increase the number of their code by one (e.g. if the code was RCA001, consider their new code to be RCA002). This is due to an unfortunate counting error that must be remediated.

* The votes of Blot, Belschaft, and a legislator who cast a private ballot, were found to contain approvals for both a candidate and the option to re-open nominations and, being invalid, were not considered in the tally.

** The vote of a legislator who cast a private ballot was found to be cast by a legislator who gained their status after the date in which the declarations period of this election commenced and, being invalid, was not considered in the tally.

THEREFORE, pursuant to the authority vested in me by the Elections Act, it is hereby certified on this day, 09 Sep 2022, that the candidate signaled as such in the list above has been duly elected by the voters of the South Pacific to the office of Chair of the Assembly to serve a term of four months starting on this day 09 Sep 2022.

  Distribution of BC Powers

This is a request from an LC for the re-evaluation of the distribution of border control powers.

This has been an issue for a while now. Many LC's and game side members of the South Pacific have requested that the LC be given border control powers so that the issue with spammers and the absence of BC members can be dealt with. Over my time as Deputy Councillor and now currently Local Councillor, I have seen many events in which a spammer has wreaked havoc on the RMB for a long period of time. Usually this can happen for around half an hour but the worst I have seen was an hour. This usually results in the spamming becoming a game mod issue which is disappointing as it shows we cannot deal with our own problems without a mod having to get involved. Many residents believe that this is worthy of the LC's getting BC powers. However, due to understandable security concerns, the security council have decided that this is not necessary. I believe however, that there may be a way around this. Below, I am going to explain how I believe the LC can wield border control powers without posing a significant risk to the regional security of the South Pacific.

In order for this to work, the following set of criteria could be implemented. The Security Council should evaluate members of the Local Council in order to determine who they believe would be mature and able enough to use BC powers. Another way would be for prospecting LC's to submit a request themselves for BC powers outlining why they believe they would be able to use these powers without abusing them and also outlining any weaknesses they believe might hinder their ability to use them. Once a member/s of the LC have been chosen and given BC powers, they should follow the following set of criteria:

  1. Members of the LC can only ban nations who have only entered with the intent to spam, troll, abuse or cause chaos in the region. This includes any obvious ad bots, Nazi nations (including any other racist intent), and ban evaders.
  2. Members of the LC can only ban above nations if the nation in question has an influence level below that of the maximum attainable influence score of a nation without endorsements.
  3. Members of the LC can only ban above nations if the nation in question has a residency level below that of 50 days (could be 25 if that is believed to be too much)
  4. Members of the LC must inform either a member of the security council or the delegate of a ban so that they can check that all of the above criteria have been met during a ban by either a personal forum and/or discord message.
I believe that this criteria should be able to prevent any significant risk to the South Pacific. However, if this is believed to not be sufficient enough, members of the LC can always make a forum account so that faster communication can be achieved.

Voting will be held via a single round of approval vote open to all legislators who were accepted prior to the start of the declarations period. Please consult the Elections Act for the most recent information on how the election is held.

HOW TO VOTE

Legislators may vote by listing the candidates whom they approve without regard to any order of preference. Legislators may cast either a public vote or a private vote. A public vote is printed as a reply to this thread and is publicly accessible to all. A private vote is sent directly to the Election Commissioner and is assigned a tracking number known only to each voter so that they can track their vote once the official result is published.

INTERPRETATION OF VOTES

This is a non-exhaustive list of scenarios under which the Election Commissioner will exercise their discretion to decide whether a vote is valid or invalid:

Valid

Partially Valid
  • A vote with approvals for candidates not listed on the official ballot or candidates whose names are not spelt as they are spelt in the official ballot, with allowance for differences in punctuation. The invalid approvals will be excluded from the official count but all other valid approvals within the vote will be counted.
Invalid
  • A vote with approvals for the option to re-open nominations alongside approvals for other candidates. The vote will be excluded from the official count.

  • A vote that has been edited. The vote will be excluded from the official count.

  • A vote cast after the end of the voting period as stated in the deadline within this post. The vote will be excluded from the official count.

  • A vote cast by an ineligible individual. The vote will be excluded from the official count.
