The Farengeto Civil War

Priscilla had just received a letter from her aide, it was from Shizuka. The message had changed what she had said before

"An executive decision has recently been passed on to us. We of Hammerstar would argue that this civil war is absurd and meaningless, his excellency ambassador Martel had just stated that he does not want the war. Therefore, we second the motion of the Sedunnic and the Karnetvorian delegates to hold a voting of the people of Farengeto and managed by a neutral party.

Another proposal also stood as well. If peace is not an option, we propose to the delegation of Farengeto to hold a ceasefire between the two parties until a discussion and a vote can be held."

"You can sit there contently and criticizing us for not sitting down with terrorists but what you suggest is neither practical nor possible.

"From the start the NAF and the Communist Party have shown no interest in accepting peace, indeed they have shown no interest in democracy at all. They are still fringe groups in Farengeto, and an election would do little to increase their representation beyond that fringe level. They are groups of vandals and terrorist, as the reports from across the rebel-held territory in southern Farengeto prove. Slaughter of civilians in Heiank, the destruction of much of downtown Rivel; for all your calls for peace most of you would never tolerate either of them. While you might criticize President Rey and his more authoritarian views, the NAF for instance are true believers in what those in Resentine call 'Corporatists'. Negotiations with them are further complicated given that their leader, former Prime Minister Murphy Leveque, is a convicted terrorist they broke out of prison. Given the NAF's record of violence and destruction in this conflict I hope most of you can see why.

"On the matter of Cephio an agreement has been reached this week over the future state of the islands. We have even approved a referendum on the future status of the islands. Protests have mostly subsided, other than a few radical elements of a new Cephio Liberation Front, which you may remember as the perpetrators of the events in last year's May Crisis.

"As for Tatham we have given him and his supporters a rather generous offer. Those suspected of supporting the events that started this conflict will still stand trial to prove their innocence or guilt, but if Tatham steps down as Prime Minister the President will pardon them of any non-war crimes committed during this conflict. His supporters claim they were not responsible for those events, and if they are indeed innocent a court should be able to prove that. Unless they are found guilty they will all keep their seats in Parliament, including Tatham, and Parliament will freely elect a new Prime Minister from its ranks. We find this to be an entirely reasonable arrangement. There are many even in the government who believe that perhaps Tatham who was innocent; though for a man who claims to have had no intentions to overthrow the government, he was rather quick to flee the capital and raise an army.

"As for Larue we are unable to agree to his terms either. Larue demands that he be reinstated as President (with President Rey stepping down, of course) and the Third Republic be dissolved. Obviously we can agree to neither of those demands. Even much of Larue's own party no longer supports him. And as you can see in the reports being handed out, Percy Larue and his government's elite have an extensive list of corruption scandals, with Larue's alone totalling at least several billion. And he proposes a joint leadership with Tatham if their group of terrorists and rebel succeed, something that has half of the so-called 'Parliamentary Coalition' prepared to walk away if Tatham accepts.

"You can sit there and proudly demand elections, but what proposal do you have to bring all these factions to the table? What will elections do to fix this? The political landscape has hardly seen a drastic change in the past six months: the communists and NAF stand only to lose from elections, Larue remains unwanted by his own party, the Cephio Bloc controls all but one of the regions seats, and most of those in Parliament are content to keep their existing seats. Elections won't fix the acts of violence and corruption committed by many of those in these groups.

"If such options are not allowed, at least provide a short truce to rest and safeguard the people of Farengeto entangled in this war. They must not be in the crossfire. It would also give the opportunity for the soldiers of your coalition to provision themselves."

"Imagine a man from your country. Imagine this man had siphoned billions in taxes to his personal account. Imagine he raided your countrysides and attacked your cities. Imagine he attacked your governments and attempted to assassinate your head of state, all in attempt to overthrow your government. For any other man there would be international outrage, a call to bring that criminal to justice. Yet for this man there are no such calls, instead members of this body even start funding this obvious criminal. What makes this man different? That he claims to be for democracy, though he subverted it at every turn? That he paints his government as evil and corrupt, like any other rebel would?

"That man exists and his name is Percy Larue, leader of the rebel army that calls itself the "Free Farengeto Alliance". It's a classic tale of the democratic hero, bravely fighting an evil general to restore democracy to his home. But the world is not a story, and Larue is no hero. As much as many of you like to paint President Rey as a military dictator, Farengeto continues its elected Parliament and a clear majority of it continues to support Rey. By now the rebel support has largely dwindled to that of the Liberal Party.

"Many still defend supporting Larue as part of supporting Prime Minister Tatham. Many, even in our government, want to believe he is innocent but find it increasingly difficult. He has refused to accept any investigation into his involvement in last month's attacks. Even when promised amnesty for this war he refuses to accept even a simple investigation into the acts he claims to have had no knowledge of. And now he has joined Larue's efforts to overthrow the Farengeto government.

"All we demand is that the members of this body stop supporting the rebels and terrorists in our nation. It is a simple and logical request, and if that is too difficult we have no reason to remain a member of the SCO."
