Another thing on rules or things, we should speak of.
In terms of communication, I would say, since not every state here was once a Pacifica-nation, Austral isn't a language spoken in space. Of course the rp should be written in English and dialogues can be in English too, but I just wanted to mention that kind of a plothole would occur, if Englsih was spoken by a civilisation that never had any contact to English. As for communication between the species: Universal Translators (e.g. the ones the ANF is working on ) shouldn't (instantly) be able to really be universal. I know it's FT and sci-fi, but still this tech would need data to learn languages and most likely won't get it through "just scanning other species" (at least not in the beginning). Please notice, that we even don't have a universal translator for earth yet, where the languages are most likely more similar to each other than the languages throughout space could be. Even the idea of a universal translator is sci-fi, since it's questionable, if tech can really learn languages and translate them in any other language possible properly. We don't have to be perfect civilisations with perfect science and tech in the beginning, right? ^^

Generally I'm leaning towards a semi-hard setting wrt technology (general Star Wars/Trek, Mass Effect with artificial gravity and FTL drives etc, but without "magic" such as the Force).
Travelling space: I really like the concept of warp drive as means of travelling FTL. But I believe there's room for several different technologies, such as the frame shift drive and other means of creating artificial wormholes (instantly jump from a point in space to another). A warp drive or the equivalent would allow for relatively high speeds and you can basically go wherever you like. If you instead focus on some technology that creates artificial wormholes (instant jumps) you should be able to travel a lot faster between fixed entities with a significant mass or with some kind of arrays/gates. As a drawback you wouldn't be able to travel very fast while in a system or to places where there are no massive objects/gates etc. Communications: Almost instant except for extreme distances (a delay of a few hours between the extremes of our plots). I'm in agreement here as well, no UT capable of instantly translating new languages. General level of technological development: About the same max level for all nations, with your choice of FTL technology. We can assume we can "bend" exotic particles (like antimatter). I agree with GI, we shouldn't be like goods creating stars, or even harvest them with Dyson speheres etc. Superweapons: I agree with Res. It could be like in RL, we have weapons of mass destruction but there is a certain MAD keeping them in check. References to our canon Pacifica: Obviously what happens here won't affect the regional canon. I think we shouldn't involve Pacifica more than perhaps vague hints that some civilisations have developed on a planet that could be similar (like how we get inspiration from our RL Earth for Pacifica).

I've got actually a question yet about alien species:
How much creativity is possible, when creating the species? That it doesn't have to be necessarily humanoid is clear, but what abilities are just impossible and so not bearable for the rp? E.g. I plan that the Nuclearians can also see colours in ultraviolet and infrared radiation still and eat nuclear waste, because....why not? Does anyone here think, an evolution of a species like that would be impossible and so it shouldn't exist? If it shouldn't: How do we define the borders of the possible?

That said, @Qwert you *technically* have final authority in regards to this, I'd say give it 24 hours and then take what ideas you like for this Universe and compile them in a list here so we have ground rules. And now with that all said, I'll be posting a psuedo-first contact RP. Not an official meeting like I have with some other people here, but a conflict to give you guys some stuff to learn about everyone's favorite desert-inhabiting space worms(ie me ).
