The Bzern-Islands Amendment to Improve Office Holder Fairness

I'm not sure this is necessary either and -- to be honest -- I think we've been pretty good about office hopping lately.

That said, I do want to give a shout out to Islands and Bzern for putting this together. We need new thinking and people willing to question the status quo.

I think 1, 2 and 5 of pbvbz's amendments are perfectly sensible and should be adopted.

The change to 3 and 4, I think doesn't work in actuality, as our elections (delgate, LC and cabinet positions) are on different cycles, it makes it difficult for this to happen in a coordinated manner.

Quick question: I'm sorry to ask, but is the position of Local Councillor considered an Office of the Coalition? If this gets passed then I'll need to resign in Westphalia and, accordingly, the Confederation of the Rhine. (I'm the Assistant Minister of Foreign Affairs there.)

The Local Councillor is considered an Office of the Coalition. Section 5 of our proposed amendment prohibits Officers of the Coalition from holding offices in foreign regions but we may loosen it and put in some restrictions.

It will not be difficult for the Election Commission to coordinate elections after this amendment has been passed and I am sure that it will happen in a very uniform and proper way.

My issue with this amendment is its broad application. It essentially stipulates that all TSP's government officials can only serve in this region. A nation could not, for example, be the delegate of a UCR with the population of 3-nations, and serve our region as a deputy of the Chair. It hardly seems fair.

Would it not be more logical to include a provision limiting both the positions and the scope to regions similar to TSP's size and influence?

Bureaucratic Warning!

You may know, I like legal certainty and overly bureaucratic language... but i find 'Comparable' becomes problematic legally,

is it no. of citizens? Is 7000 similar to 6000 similar to 1000, 300.
Is comparable in relation to government set up?
founding date?
is it only the Pacifics?

Comparable becomes open to wide interpretation, the Courts I'm Sure would like to rule on comparable.

That is a fair point. A more defined limitation, like fellow game-created-regions, would perhaps be more appropriate in this case.

That would work in most cases, but there are large UCRs such as Europe, 10000 Islands, etc. I think large and influential regions would make more sense, though again it would fall prey to multiple interpretations.
