PROPOSAL: WA Ministry
#51

(08-26-2018, 08:09 PM)Ryccia Wrote: The application to the administration team is my point. The fact that we gotten to this, to have to tell people "don't remove admins for political feuds" in our laws is frightening. That politicizes the positions, which hold power beyond comparison. Hmm, a political rival of mine is an admin? I'll just orchestrate a recall vote with my political buddies and sway the people! No biggie! Oh, no, I won't say it is because of my feud. I'll point out something minor, and blow it out of proportion! Or fake it!

A clever politician can remove an admin by staging a crisis. Do you really want that? Do you want a populistic euphoria, or a highly-toxic Assembly, to remove an admin for petty political reasons?

You are involving the position of administrators into the political sphere. This is unbelieveable. When you are able to recall such a volatile position, you will only corrupt it to the extreme. I have no doubt that those disgruntled with the administration team may attempt to wipe them out with recalls. Seriously, with NSGP being stereotyped with good reason as a climate rife with toxicity, backstabbing, scheming, tricks, secret deals behind the curtains, private backdoor chats and the like, you know this can happen. I don't have any illusions of the contrary.

Also, I said I may be able to consider it. The position of a Cabinet member or a Court Justice is different from that of the Administration. I haven't decided anything yet regarding the prohibition of admins into politics.

You believe it yourself: the current team is rotten to the core. Do you want to politicize the position even further? Do you want them to use their administrative cards, now bestowed with political consequences, and thus politicizing the position with our laws? Do you want their positions as administrators to count in politics even more than before by codifying this into our legislation? Do you want this recent intense toxicity to heat up even further? Do you want the region to burn?

Do not put words into my mouth just yet. This requires thorough consideration and reasoning, and I have not reached a conclusion yet. This is a serious matter, one that needs a lot of thinking. I am not presenting anything as of this moment. Take what you will of my words - just don't claim that I said something else.

Quote:VI. THE EXECUTIVE

2. The Cabinet will consist of ministers with the following portfolios: Culture, Foreign Affairs, Integration and Military Affairs.
Quote:VI. THE EXECUTIVEMinister of Culture

6. The Minister of Culture will be responsible for promoting regional and forum activity, integrating new players into the forums, organizing cultural events, and communicating with the world about the South Pacific’s activities.

and:
Quote:VI. THE EXECUTIVEMinister of Integration

12. The Minister of Integration will be responsible for encouraging WA membership; promoting the regional endorsement program (SWAN); organizing onboarding programs for nations new to the region on the forum, Discord, and with the Local Council on gameside; and is responsible for helping integrate new and old players into the region.

13. The Minister of Integration will be responsible for curating World Assembly-related activities of NationStates and regional members, and advising the Delegate on how to best represent the Coalition's interests in the World Assembly.

I've cleaned up a little bit for grammar and clarity (adding ; instead of , to denote complex lists), and would like to motion this to vote unless anyone else wants to get involved in the discussion.

While I like the draft, doesn't the MoC and the MoI's tasks of "promoting regional and forum activity" and "organizing onboarding programs for nations new to the region on the forum, Discord, and... gameside" sort of overlap? I understand that the latter is for new players while the former is for nations already somewhat acquainted with NS, but there is still a pretty big overlap.

Also, I would like to note that the MoC's task of "communicating with the world about the South Pacific's activities" seems to be a job for MoFA. Just sayin'.

Otherwise, nice draft!

Various WA-related things aren't necessarily the kind of things that require the same skillset. Getting people to put their nation into the WA is rather an integration thing. Working on and voting on WA resolutions and such is something else. So the second clause in FaeBae's MoI proposal is something that, I think, doesn't necessarily fit there. Furthermore, the General Assembly and the Security Council are two different things. GP-related interests aren't represented in the GA, but rather in the SC. The GA, on the other hand, is rather something that could be considered "cultural". We've also drifted away a bit from the original intent of the thread, turning it away from a WA thing to a RA-split thing.

So, I see a few ways to approach things:

First approach: Have the WA ministry. That would encompass GA and SC resolution voting and writing, would work with FA regarding the SC, and with the Delegate regarding WA approvals and the regional bloc vote.

Second approach: Split RA as suggested by FaeBae/Escade, but then divvy up the "WA" stuff accordingly. So, in informal terms: MoI is for getting people going, MoC is for keeping people entertained. Then MoI would be responsible for getting nations into the WA, MoC would be there for GA and SC resolution writing, MoFA would advise the Delegate for SC stuff.

Third approach: We can experiment with the split RA approach without formally splitting the RA (yet?). Spenty actually wanted to do this during his MoRA term, but it never fully materialized for other reasons.

I'm not particularly happy about any of the drafts here (mine included) right now. It looks to me like there's some single spark of genius missing that would clear this all up, but I don't have that spark right now.

Id be more inclined to see if theres (1) enough interest in filling a WA ministry, and (2) if it could work under the MoRA/MoFA for the time being, until theres enough activity to break it out.

WA stuff should be separated into 3 parts:

1. WA membership and endotarting - this is pretty much just SWAN
2. SC resolutions - this can be a joint FA/MA thing
3. GA resolutions - we should get our RP community involved in this

If we do make a WA ministry, I'd probably run for Minister, because I think I could do a decent job getting it off the ground and ensuring that a reasonable amount of stuff got done. However, it would rely on others for long term success because my interest in the WA isn't that great.
Did some LC, MoRA, CRS stuff in the past. Do a lot of World Census stuff now.

That actually makes me more inclined to consider what was in my initial draft + an expanded version of Bel's ray of sunshine to auto reverse it + compulsion for the WA minister to report on how their ministry is working.

But ... as has been said, really the responsibilities that at first glance we'd want to stick into some mythical WA ministry involves stuff that involves different skills and sensibilities. Maybe it's worth looking at TNP? They have WADP, which is like our SWAN, but I presume they also have SC/GA stuff and it'd be interesting to see how they do it and maybe we can steal some ideas and implement them here South Pacifica style.
