[Res.] Standard Resolution on the Apprehension of RIM

My esteemed colleagues in this Assembly,

It has come to our attention during our operations in Denver that the Denverian Nationalists have the support of the Reizen Independence Movement. Yet again this elusive organization, responsible for crimes against humanity with the nuking of Reizen cities during the Seven Pillars Tragedy in the Reizen Civil War has proven to slip through international efforts to bring them to justice once again. The crimes against humanity and Pacifica itself, are unforgivable and irrevocable. We there invite all members of the World Forum to collaborate in a joint international operation to apprehend these criminals once and for all. We believe that only a joint operation will be able to capture RIM members and bring them to the International Court for appropriate sentencing. Thus the Stoinian delegation has worked intensively the last few days to present you all a draft of a standard measure dedicated to the apprehension of RIM. We therefore invite all active members of the Assembly to a debate to fine-tune our draft so that we can put this resolution into motion and put an end to RIM's threats.

Resolution on the Apprehension of RIM
 
Section A — Standard Measure(s) Adopted
  1. The calling of the International Court according to WFR 1d Sec. F Subsec. 2 Ltr. h
  2. A condemnation according to WFR 1d Sec. F Subsec. 2 Ltr. g
  3. A joint apprehension operation under the term of a peace keeping mission according to WFR 1d Sec. F Subsec. 2 Ltr. m
Section B — Explanation of Necessity and Proportionality
  1. Due to the nature of RIM as a terrorist organization and furthermore due to the brutal actions taken not only against their own compatriots, but also against those of member states of the World Forum, and additionally due to their extreme methods in the Reizen Civil War & interference in internal politics of other nation states, the Assembly hereby assesses, that the situations involving RIM are emergency situations, in which sanctions according to WFR 1d Sec. F Subsec. 2 Ltr. a-f cannot be considered effective. Therefore they are skipped in accordance with WFR 1d Sec. F Subsec. 1 S. 3.
  2. The condemnation will help the international community especially the World Forum to reach the goal of recognizing RIM as a terrorist organization and their eventual apprehension. Through the condemnation, nations all around the world are alarmed to cut any open or hidden ties to RIM which is a threat to international security and their usage of weapons of mass destruction to the detriment of Pacifica and the Bareland continent specifically. This condemnation will not hinder any nations in their actions, but it sends a signal to the international community with what they are dealing with.
  3. The calling of the International Court shall help in opening a case against any war criminal from RIM. The WFIC is also able to suggest or impose necessary sanctions, this Assembly cannot pass. As RIM has shown disregard to human life by using disproportionate weapons of mass destruction in their fight for independence. However, this measure in itself is insufficient to apprehend these criminals. Therefore the Assembly shall pass additional standard measures.
  4. The joint apprehension operation by World Forum members is deemed necessary due to RIM's elusive & destructive nature. While a peace keeping mission under the conventional definition might not be applicable given the nature of the organization in question, the goal & international cooperation required for RIM's apprehension does equate to a peace keeping mission. Therefore, the Assembly shall consider the joint apprehension operation against RIM a peace keeping mission. 
  5. The Assembly skips the standard measure of suspension due to the RIM not being represented in in the World Forum nor being part of any of the World Forum members.
  6. The Assembly skips the standard measure of economic & diplomatic sanctions due to the RIM not being an organization susceptible to such measures. While such measures could be used against the nation of origin, the Reizen Province, this would be an unjust use of the measure to harm the lives of innocents in Reizen and the Imperial Frost Federation. Nor has the RIM shown signs to be dependent on conventional funding or diplomatic methods which would be targeted by these sanctions.
  7. The Assembly skips the standard measure of an international blockade due to the RIM's capabilities to circumvent such operations as shown in their insurgency operations in Past. A more comprehensive operation is needed to apprehend this organization and bring them to justice.
Section C — Implementation
  1. The World Forum hereby condemns the Reizen Independence Movement for their terrorist actions during the Seven Pillars Tragedy, interference of internal politics in Emerald-Denver with the goal of further destabilization of nation states and disregard to human dignity & life across the South Pacific.
  2. The World Forum Assembly hereby forwards the preparation to file a case at the WFIC against the criminals and leaders of the Reizen Independence Movement to the INL. The current Officer and his/her successor together with the judges at the Court shall bring justice to every innocent person tortured and murdered by the Reizen Independence Movement.
  3. Members of the World Forum will share all of their intelligence concerning RIM with other WF member states & the WFIC to ensure a swift operation to identify the whereabouts and the optimal location for their apprehension. Member states will collaborate as if working on a peace keeping mission to jointly apprehend members of RIM and their transfer to their WFIC's case.

We object to the motion to vote
(OOC: If there will be another motion to vote, everyone who wants to object to that motion now will need to explain, why they don't want the vote to happen yet, see WFR 1d Sec. D Subsec. 3)

Gianatla is in principal agreement with the resolution and also considers all formal requirements to be met.
We do have two pieces of criticism though:
Firstly, is there really no way to put at least effective economic sanctions onto the RIM as additional measure? We might not be fully aware of all economic channels - especially not in case the TCC, the Frost Empire or other nation's intelligence services don't publicise crucial information with the members of this Assembly or at least those of the INL - but we know quite a number of channels, e.g. we are aware of RIM-friendly or at least RIM-tolerating city states within the TCC. Couldn't we gear economic sanctions against them, which could hit the RIM indirectly by losing their procurement channels?

Secondly we cannot agree with making the joint apprehension operation a peacekeeping mission. As you have pointed out, it wouldn't be a peacekeeping mission in its original sense. Also it should be said, that such a mission would be within the responsibility of the IACO, not the Assembly. What we could do is to file a World Arrest Warrant against every significant member of the RIM we currently know of and get to know of, once the trials against the arrested have started (see WFR 8 Sec. E Subsec. 1).

Members of the Court, 

The Peocracy of Huawan states the importance for this resolution to pass, and that the 7 pillars of tragedy brought newer atrocities we have not seen in decades since the great war. The vile conduct of RIM to exterminate the people they champion independence for is nothing short but cruel. 

Although it is currently unlikely for us to "sanction" a terrorist organization, it is possible to sanction the TCC for housing RIM. We could also set forth a warrant for Interpol to arrest RIM sympathists and conduct operations on their suspected locations with respective local law enforcement.

We further ask that the members of the World Forum to not embroil themselves with emotions in regards to this matter, and we must do our level best to ensure that the RIM gets their due justice.

We are in agreement of the motion, and see no interest in prolonging the discussion for technicalities. Should of course, the course of the members are mostly in agreement.

We are disappointed in the response from the TCC, but we also question the criticism of Gianatla. Wouldn't be imposing such sanctions against TCC city-states send a wrong message? And how would those sanctioned city-states be determined? We, the Kingdom of Stoinia, currently have very lackluster information and thus might conclude that in fact the entire TCC is an interconnected backchannel that protects RIM. Taking such actions could instigate political instability in the TCC for no good reason due to our limited intelligence on the true extent of the RIM-friendly city-states of the TCC. The fact that the TCC nor the Frost Empire have publicized crucial information on RIM, is in our eyes further proof of the need for a joint intelligence gathering operation with the little information at our disposal.
(OOC: I also don't know how much is known IRP about Point Rain Armories and stuff.)

Secondly, we believe there is the need of such a mission. While we hear the proposal to file a World Arrest Warrant, we also believe that RIM proves an immediate security threat to the entirety of Pacifica as shown in the Seven Pillars Tragedy and involvement in the Denver Civil War. It should also be noted that IACO may be limited because of its constituent members, making non-IACO members a hole in apprehension efforts, and that this peace keeping mission could prove more effective and immediate. We believe our proposal is the fastest guarantee of the RIM's apprehension.

The Termina Commerce Confederacy Vehemently denies the accusations that the city-states within the Confederacy are harboring said fugitives. That being said, the Confederacy and her businesses take the privacy of clients very seriously and must refuse the sharing of private information as a matter of principle. There are private information brokers who may be willing to sell information, but the governments and businesses of the TCC respect the privacy of our clients. In addition Point Rain Armories, the company that publically sent weapons operated with the belief that one man's terrorist is another's freedom fighter until their trust was betrayed by the RIM for their theft of nuclear warheads by a now terminated RIM sympathizing employee. However, despite the breach in trust, the government of Point Rain insists that they will not cooperate with handing over information on the RIM believing it to breach business practices within the TCC and break the trust of other clientele.

The Frost Empire expresses its reluctance to share intelligence on the capabilities of the Reizen Independence Movement with non-Allied states due to the nature of the insurgent group comprising almost entirely of former Imperial Frost Military Personnel. Sharing the schematics of the hardware used by the RIM with non-allies is something the Frost Empire can't afford to do despite our current efforts to replace our own military hardware and mitigate the damage of a potential leak of sensitive information to non-allies.

Although we understand the concerns set forth by the Frost Empire, there must be a degree of cooperation and information sharing that would allow the investigation and seizure of these criminals. We ask that the Frost Empire not see that the risks of having these criminals roam free, unjudged and nuclearized to attack, be secondary to their own secrecy.

As for the Termina Trade Confederacy, we understand that it is important to maintain a degree of trust to the clientele of businesses that operate within its borders, however, as a member of the WF, its law enforcement should be cooperative with the warrants set by the Inpolco and arrest international criminals.

May we remind ourselves that RIM is currently supporting a illegitimate Fascist State that has already killed upwards of a million people, both foreign and Denvarian, either though sickening means like Death Camps or Nuclear hellfire. Emerald-Denver, while never being the most active voice in this forum, still has been listening to us bicker while our citizens are being killed everyday. While Emerald-Denver never got themselves involved in Reizen, we were still horrified when Seven Pillars happened. RIM must be taken down, Ikaranara and Ryccia pretty much failed in Past, but Denver might be our best shot at preventing them from growing their forces. We know this is happening, with the disappearance of the Last DFN fleet and Nationalist Special Forces haven't been seen since RIM got involved. Also, we criticize the IFF for prioritizing their own Military Secrets instead of a known Terrorist Group. We still remain Neutral about the Point Rain Armouries Incident with Nukes.

The Frost Empire doesn't blame the Emerald-Denver delegation for its criticism. Their responsibility is to their citizens currently suffering from the assistance of the insurgents and not the citizenry of Frost Empire. If our situations were reversed I would have echoed those sentiments as well. That being said, my job is to represent people and government of the Frost Empire and must reiterate that the Empire will not undermine her own security to destroy an unpredictable insurgency. We will not share sensitive information with regional powers who do not share similar values and interests with the Frost Empire especially with our adversaries and rivals here in the World Forum, who have a vested interest in weakening the Empire to further their own interests.
