If we're going to do this, is it necessary to cover citizens in general, as opposed to past/present members of government?

The purpose of that law is to prevent members of prohibited groups from coming here. If you are not a member of a prohibited group, there is nothing to do to you in the first place.

Additionally, does this legally fall under Article 7? It seems SB's concerns are about what kind of threat the NPO may be to TSP. Article 7 seems to require that the NPO have actually attacked us or planned to attack us. I agree that they're threats, but similar to The Empire issue, this may be a matter of requesting the Cabinet take action.

Just remember, "purpose" and "interpretation" are two VERY, VERY different things. My worry is the interpretation. You can have it as a "Purpose" as much as you want, but the moment one person interprets differently from it's purpose, the law changes from it's original intention.

Um...I don't mean this to sound the wrong way, but do you see in Article 7 any reference to former members of prohibited groups? Because unless there is, I fail to see what you should be worried about.
