I believe that the Delegate should have the power to appoint the Vice-Delegate should the role become vacant during a term, with approval from the Assembly. I would be against abolishing the position in favour of a member of the CSS, for various reasons. The main reason I'd be against it is that it would mean one less medium-high influence nation in the region, that and I would prefer the Delegate appoints someone that they can work with, and not be subject to the CSS - this is where I'd like to keep the branches of government separate.
What happens if there is an impasse and Assembly refuses to recognise successive candidates presented by the Delegate?
Maybe we have the delegate pick 3, and the assembly majority-votes the VD?

Has the Assembly ever rejected a delegate appointee to the CSS or an appointee to the SPSF General Corps?
Not that I'm aware of Geo, but people tend to count votes before nominating someone. Only a fool spends political capital trying to get someone appointed who won't be.

Not only that, but this region isn't immune to the lemming effect, especially with the public ballot system.

That means a get the government ya vote for. It doesn't mean ya get rid of the approval system.
