On 5 November 2019, the Kalkara War was underway and both sides were racing for international support and intervention.

High Diplomat Diao Chan had just arrived on the PHSR to Augusta. The port city of the Valkyrian province of Algonquin, the closest Valkyrian major city near the border, and the city to discuss several propositions. The Peony had ensured the High Diplomat that Huawan must remain neutral, and must not play a part in the conflict. The Maritime chancellery also noted that most of the trading path to the north has an increased risk, and designated warzone, worst yet, there's also a risk that Peonic costs will be a warzone. That is something The Peony could not afford. Along with the High Commodore Zheng He, and the Imperial Military Advisor, Lady Diao Chan led the expedition with a band of The Peony's guardians. "It's going to be a difficult debate with them." Said the High Commodore as he drank his cup of coffee. "Their offensive in the north may probably spread to us, I do not think that Hystagia would be forgiving in their attack and may push to the south." Mentioned the Imperial military advisor Lord Rolang Young . "It would prove that their agenda is aggression." Analyzed Diao Chan, as she looked at the notes, she took off her glasses and continued, "I have no confidence that they wouldn't try something like this once more, it would be best that we write up an aggreement if they wish to bury themselves in another war." "We must see whether they will be open minded." Said High Commodore Zheng He. Her train arrived at the train terminal and ambassador Felisia Lim had already waited for them with a motorcade. She wishes that Valkyria would be relentful in the upcoming negotiations, something that she has doubts over.

The Valkyrian Government sent Trade Secretary Kari Markussen to meet with Huawan's officials. However, Valkyrian media has questioned whether this will be a productive meeting since Markussen is a member of The New Right, a party that has shown its contempt for free trade. There are also questions of whether she is going to the meeting on the behalf of Chancellor Stella Kaufman or Nicole Chancellor, her party's leader and the current Home Secretary.
There was hope that the Government would instead send Foreign Secretary Bradley Murphy, a soft-spoken and sympathetic voice for free trade, but that clearly was not going to happen. With this being the first direct high-ranking government interaction during this new chancellery, all eyes were certainly on Markussen and to see how the new Valkyrian government would interact with a foreign government.
Harmakmis issued a decree stating that if Valkyria will not back down, they will force the international community to enforce sanctions on them, while still not taking a side, claiming that diplomacy is still an option.
Gordista, while still supporting the Harmakmian decree, have publicly stated that they are partial to Hystaiga, and would push to intervene on their side if the time came. Carta-Agot full hardheartedly endorses Hystaiga, promising weapons, military advisers, and economic stimulus. DylanPickle-

Trade Secretary Kari Markussen Here is the position of the Valkyrian government: we do not want tariffs imposed against our nation's goods nor do we want to see limits on how much goods we can export. While we are pleased that Huawan will not be imposing sanctions for the war effort, we want to make it clear that the war is justified as an appropriate response to the 13/6 attack and shooting down one of our fighter jets, which altogether led to the death of 194 people. On the way to work, Secretary of State David Rasmussen was briefed through the phone about new developments and foreign state involvements in the Kalkara situation.

"You know we're stuck in a big mess in Reizen, we shouldn't get in this one. There isn't enough support from Parliament and the people." "Well, I don't want to get in either, sir," said Secretary Rasmussen, "but if we were to maintain on the international stage, we should do something at the least." "I was thinking my [State] Department would invite their diplomats over for a talk on the Kalkara issue, just so we can understand their position, resolve potential problems and develop ours." "You better manage this rightly, Bzerne companies hold significant shares in Valkyrian corporations. Oil prices, airline shares. What goes wrong there is not good news for us." demanded the President. "Will do, Don[ald]," ended the Secretary, the call. Rasmussen then assigned the task of communicating with the Valkyrian embassy to his personnel. MoFA Lady Diao Chan: We are aware of your justification towards this conflict, and The United Peocracy wishes to not take sides in this conflict on. Unfortunately, as with your previous state of emergencies, free and minimal tariff trade could not be adopted in such pressing times.
Lord Kim Sol: We see that the proposed deal have been generous than the one we have currently placed, and would not harm either of our economies. Essentials are still at trade and is assessed to still to benefit the welfare of Valkyria. We are however authorized to have receive a counter offer on the tariff situation.

If Huawan imposes quotas on our exports, the Valkyrian Republic will no choice but to do the same and may also impose tariffs on pharmaceutical exports.
