Why bigger cabinet isn’t good? We are on the low end of the world in term of minister number. 
In a way its good, in a way I don't support it. It is good because the burden on ministry goes to nil. But I don't support it as today when the ministry is one we join it. I didn't had any plans to join RP and events, but after thinking sometime I was good for it. I bet hardly people will join the ministries with most of them who are today's seniors

I have even better idea, we can make media a separate Department where the GOVT shall only give its Press Releases and rest of its content shall be independent. We don't need a separate department to run announcements from the Gov't. I'm pretty sure the #announcements on the regional Discord is more than enough. The Media Ministry would be for production of TSJs only.

Having a big Cabinet isn't a TNP concept. It's something that happens when a bunch of sub departments become too large to be run by one person even with Deputies.

Having a bigger Cabinet isn't dependent on whether or not someone likes it; it's dependent on whether it is necessary to help these Ministries reach their full potential.

I was thinking about Qwert's 'public utilities proposal and Omega's draft involving the Departments Act, and I thought that maybe we might pursue it. Omega's involved splitting MoRA into the Ministry of Engagement and the Ministry of Culture with having Media and Graphics as Departments. The Departments would be outside the Ministrial system while having the same Cabinet vote as a Ministry. They would be under the supervision of the PM and have to be reconfirmed each Ministry election cycle.

Giving OWL representation would give us an odd number, the LC representative is a bad idea right now considering that we're trying to give the LC full independence while still having their laws compliant with the Charter, 
and giving OWL representation is another discussion entirely. 

The Departments idea would have Media under the authority and supervision of the PM, while having a Director to govern and organize the Department itself. However, Qwert described it as some sort of ad-hoc thing which only churns out stuff when they are requested to. This could work with Graphics, but Media is another thing as I want TSJs being produced regularly without having to be reminded of it. Qwert's description "[t]he public utilities would provide staff/consultancy for (temporary) teams, that are formed to perform specific tasks as requested by elected officials". Media would format and make press releases if requested by the Ministries, as done by Qwert's job description, but they would still continue on their production of individual projects such as TSJs. Since press releases aren't done constantly, but rather done at odd intervals with about no fewer than a couple per month, the work load wouldn't be that much of a substantial increase. By the way, the whole concept of "temporary" teams is out the window as Graphics would be like the SPSF Tidal Force: they only get called to do something when they are needed, but they are still there. Media would have a more productive, on-the-clock, work force as churning and editing TSJs, and the occasional Ministerial request, wouldn't be something that can be done quickly as graphics can be made (for comparison). 

I also think that Graphics should be its own Department and not apart of MoE, since they would be making graphics for all the Ministries if requested.

Uhh...what? Nobody's trying to give the LC full independence, and of course their laws would have to comply with the Charter. Either way, the LC discussions don't make the idea of an LC representative a bad idea. In fact, it makes it a better idea.

I also think that Graphics should be its own Department and not apart of MoE, since they would be making graphics for all the Ministries if requested. 

Uhh....what? Graphics can still make their own stuff for other ministries even if they're under the umbrella of Engagement. Also, I don't think what is at the moment a two or so person graphics staff warrants an entire Ministry >_>

Isn't an odd number of votes a good thing? It means there can never be a deadlock.
