[Debate] Treaty on the prohibition of nuclear weapons

FiHami is in full support of this treaty, having dismantled the very beginnings of unfinished nuclear weapons the year prior, begun unlawfully by the first Parliamentary Speaker. I have no suggestions at this time.

North Prarie will sign onto the treaty, as the government feels the less WMDs, the better. However, North Prarie reserves the right to maintain 5 nuclear weapons out of its current 40.

The Grand Duchy still firmly believes that some matters must remain the choice of nations and nations alone. Thus, we cannot, under this form, approve of such a treaty, we believe that nations are free to pressure others into dismantling their nuclear arsenal and we believe that bilateral economic sanctions can do the trick.

That said, if such treaty was to be adopted by the World Forum, we have no interest into acquiring nuclear weapons as we never did and we would probably sign it, even though we believe that it is not a matter for this World Forum to decide.

As the First Nation to develop a nuclear power station for the 1940 world fair, izaakia would like to request the honour of hosting the PNA.
Furthermore, izaakia commits to denuclearisation in Pacifica, and the development of safe nuclear power as the carbon neutral fuel of the future. As such, Izaakias annual nuclear weapons budget will be spent on the development of safe and affordable nuclear energy technology and material science.
Izaakia will be dismantling its 60 warheads over the next month, and welcomes international observers to oversee this project.

North Prarie feels as though Kaha'i or FiHami should host the PNA, as these nations have shown their commitment to disarming nuclear weapons, as well as the fact that this would make either of these nations the first World Forum host in the Rainbow Islands. North Prarie recommends against Izaakia hosting, due to their illegal annexation of La Montagne as well as their Prime Minister Valkyrie Mountbatten's inflammatory comments about world leaders and foreign nations. North Prarie would also like to host the PNA, however it understands if the World Forum does not wish to host this in a nation who actively maintains nuclear weapons.

Anserisa wishes to remain neutral on the matter of nuclear weapons. However, we would like to support the idea of having the seat for the PNA in the Rainbow Islands and we believe that the great nation of FiHami is well suited for this matter.

We also see the current foreign policies of Izaakia sceptical and we think, the honorable Praeriean ambassador is correct with her assumption, that a nation hosting nuclear weapons and wanting to keep them partially, is not the ideal place for the PNA to be headquartered. Therefore we second the proposal of giving FiHami the right to host the organisation, if they would like to. Otherwise we would like to further suggest Anserisa or Snolland, if FiHami declines the offer, as both nations are seen as potential signatories of the treaty from Gianlucian perspective, have no WF-organisation within their borders yet and don't maintain any nuclear weapons at the moment.

While we would normally second the motion to vote, we still have to decide, where the PNA headquarters shall be located. Thus GI-Land proposes, we vote on this subject first before hopefully passing the treaty itself.
