[Debate] [IC] Resolution on post-war N&GB and a Department of Peace Operations

Colleagues,

The last few weeks have shaken our region and this very organisation. I will start by stating my disapproval of the premature invasion of N&GB. The Vimmru-Nicholas meeting should have been allowed to conclude, which would have provided this assembly with vital information. From the meeting it is evident that this organisation would have been able to exercise real pressure on Nicholas' regime, before considering an armed intervention. Had it come to us deciding to take up arms, it is likely it would have been acceptable to all of us. Instead we are now a fractured organisation and regional unrest is increasing.

There must be a time to correct and punish transgressions, but that is not now.

Regardless of whether we approve of it or not, Izaakia and fellow combatants are in the middle of a so-far successful invasion of N&GB. It is time we discussed what comes after. We must ensure that once the smoke settles, the peoples living in N&GB have food, clean water and medicine. The minorities must be protected from violence. We must also ensure that those who invade the nation do not stay permanently. The WF should be ready to send humanitarian aid and peacekeepers, and authority over N&GB territory must be transferred to the WF or other appropriate powers until a stable native government can assume control.

I therefore propose the following:

Section A - Interim Administration of N&GB
1. The territory of N&GB shall be placed under interim administration headed by a Special Representative appointed by the Assembly with the following responsibilities:
1a. Police and justice
1b. Civil administration
1c. Democratization and institution building
1d. Reconstruction and economic development
2. The Interim Administration shall function as the government of N&GB
3. The Interim Administration shall receive personnel and resources from the WF Committees
4. The Interim Administration shall phase itself out and shall when possible leave responsibilities to local authorities. A general election shall be held four years after the establishment of the Interim Administration to form a native government, which shall draft a new constitution for the nation.

Section B - Department of Peace Operations
1. No later than after the defeat of a majority of N&GB military forces, a Department of Peace Operations directly under the Assembly shall integrate and deploy different resources in N&GB to:
1a. distribute aid
1b. ensure the safety of civilians
1c. replace foreign troops
2. The Department of Peace Operations shall receive personnel and resources from the WF Committees and directly from volunteering WF members
3. The Department of Peace Operations shall be gradually phased out in N&GB and be replaced by resources under the Interim Administration of N&GB and its native successor
4. The department of Peace Operations shall continue to exist as a permanent institution under the Assembly for similar future deployments.

Esteemed delegates,

While Esfalsa welcomes the intentions of this resolution, it believes that further measures are needed to ensure the stability of Nicholas and Great Britain, and of the region as a whole. Therefore, it proposes the following amendments:
Section B - Department of Peace Operations
1. No later than after the defeat of a majority of N&GB military forces, a Department of Peace Operations directly under the Assembly shall integrate and deploy different resources in N&GB to:
1a. distribute aid
1b. ensure the safety of civilians
1c. replace foreign troops
2. The Department of Peace Operations shall receive personnel and resources from the WF Committees and directly from volunteering WF members
3. The Department of Peace Operations shall be gradually phased out in N&GB and be replaced by resources under the Interim Administration of N&GB and its native successor
4. Until further action taken by the Assembly, no additional foreign military forces shall be deployed in N&GB. All foreign forces currently present shall either withdraw or transfer command to the Department of Peace Operations.
4. The department of Peace Operations shall continue to exist as a permanent institution under the Assembly for similar future deployments.

We hope that the suggested addition is self-explanatory. While the existing draft already referenced the replacement of foreign troops already present, we believe that clearer language will leave no uncertainty as to the timeline of such action.

Additionally, Esfalsa opposes the creation of a Department of Peace Operations on a permanent basis, in particular with the scarce information and limitations on its powers presented in this resolution. Even with such information, however, it would be a dangerous precedent to establish a permanent means by which nations may legally deploy military forces to other sovereign states. This Assembly does not lack the means by which to authorize rapid military action, if needed. Indeed, just recently, it authorized an international military blockade surrounding N&GB. Future peacekeeping missions, if needed, may always be deployed rapidly by the same mechanism.

Izaakia proposes the following amendments if the Assembly wishes to play a role in the peace following the war. 

Section A - Interim Administration of N&GB
1. The territory of N&GB shall be placed under interim Izaakian administration headed by a Special Representative appointed by the Assembly under WF observation with the following responsibilities:
1a. Police and justice
1b. Civil administration
1c. Democratizsation and institution building
1d. Reconstruction and economic development
2. The Interim Administration shall function as the government of N&GB
3. The Interim Administration shall receive personnel and resources from the WF Committees
4. The Interim Administration shall phase itself out and shall when possible leave responsibilities to local authorities. A general election shall be held four years after the establishment of the Interim Administration to form a native government, which shall draft a new constitution for the nation.

Section B - Department of Peace Operations
1. No later than after the defeat of a majority of N&GB military forces, a Department of Peace Operations directly under Izaakian military command with a WF advisory committee the Assembly shall integrate and deploy different resources in N&GB to:
1a. distribute aid
1b. ensure the safety of civilians
1c. replace foreign troops
2. The Department of Peace Operations shall receive personnel and resources from the WF Committees and directly from volunteering WF members
3. The Department of Peace Operations shall be gradually phased out in N&GB and be replaced by resources under the Interim Administration of N&GB and its native successor
4. The department of Peace Operations shall continue to exist as a permanent institution under the Assembly for similar future deployments.

It shouldn't be a surprise to you, that we will not accept your counter-proposal wanting to establish Izaakia as a hegemonial power in NAGB.
However we second the proposal made by the Esfalsan ambassador, with the option to propose amendments in the next few days, if we see those as necessary after a more precise evaluation of the suggested measures.

I would like to remind the assembly that any actions in N&GB following the was will require Izaakian compliance and therefore will need to align with our strategic outlook. Without Izaakian agreement this is merely a hollow conversation.

Before the Gianlucian delegation would motion for a vote on one or each proposal, I'd like to ask each delegation, who proposed a resolution draft, how long they think, the Interim Administration would need to be in charge in NAGB. I think, we should provide a definite end date for the administration or alternaively provide objectives of the Interim Administration, which can be measured and, if reached, would mean the end of the interim administration and the beginning of a new democratic government in NAGB.

Could the honorable delegates please provide and weave in those things into their proposals? Otherwise GI-Land might not be able to approve either of them.

Izaakian administration will have the following objectives. 

1) Removal of The Nuclear Arsenal.
2) Full autonomy of the Romordian region with an independent standing army. 
3) Opening of N&GB to world trade. 
4) Replace key infrastructure. 
5) Hand over power to a democratically elected government.

The Federal Republic of GI-Land would like to propose an amendment to the Sedunnic-Esfalsan resolution draft, that contains the exact and measurable objectives, we would have liked to seen written into the proposal. Let me prephase this by saying, that some of the suggested conditions from the Izaakian delegation are at least partially answering our concerns.
Resolution on post-war N&GB and the establishment of a Department of Peace Operations' Wrote:Section A - Interim Administration of N&GB

1. The territory of Nicholas & Great Britain (N&GB) shall be placed under interim administration headed by a Special Representative appointed by the Assembly. The Interim Administration shall function as the government of N&GB with its responsibilities as defined in No. 3 until a new government has been democratically elected under a new constitution. with the following responsibilities:
 a. Police and justice
 b. Civil administration
 c. Democratization and institution building
 d. Reconstruction and economic development

2. The Interim Administration shall function as the government of N&GB The Special Representative shall be elected under the provisions of Res. 2, Sec. B, No. 2, barring Sentence 1's provision to not be allowed to nominate oneself, and No. 3-5.
3. The Interim Administration of N&GB (IANAGB) shall have the responsibilities of
 a. police and justice
 b. civil administration
 c. disarmament of the N&GB military, including the nuclear arsenal
 d. distribution of life-sustaining aid
 e. democratisation and institution building, especially through the "de-Nicholasation" of the country, the holding of a referendum on the independence of Romordia from N&GB and the establishment of a constituent assembly, which shall draft a new constitution for N&GB that will be voted upon through a referendum. The new constitution shall include provisions, which make the democratic election of a new government possible.
 f. reconstruction of key infrastructure, especially streets, railroads, sea ports, airports, bridges, the sewage and electricity system, hospitals, schools, and buildings of the police, judiciary and public administration. 
 g. economic development, especially by collecting money from WF members for a fund helping the rebuilding efforts of N&GB and preparing trade talks between a future democratically elected government of N&GB and its direct neighbours

The progress made in each field shall be assessed every 3 months and reported to the Assembly. In each field, the IANAGB shall phase itself out as soon as it deems it possible to leave the respective responsibilities to local authorities. As soon as a native government is formed and a simple majority in the WF Assembly is in favour of ending the WF intervention in N&GB based on the quarterly N&GB stabilisation reports, but no later than two years after a native government has been formed, the IANAGB shall no longer be in charge of N&GB's territory.
4. The Interim Administration shall receive personnel and resources from the WF Committees, but shall also, if possible, fall back on locals as much as possible.
4. The Interim Administration shall phase itself out and shall when possible leave responsibilities to local authorities. A general election shall be held four years after the establishment of the Interim Administration to form a native government, which shall draft a new constitution for the nation.

Section B - Department of Peace Operations

1. No later than after the defeat of a majority of N&GB the military forces fighting for N&GB within N&GB's territory, a Department of Peace Operations directly under the Assembly Committees of Health and International Law shall integrate and deploy different resources in N&GB to:
 a. distribute aid
 b. ensure the safety of civilians
 c. saving salvagable infrastructure, especially key infrastructure
 d. replace foreign troops
2. The Department of Peace Operations shall receive personnel and resources from the WF Committees of Health and International Law and directly from volunteering WF members
3. The Department of Peace Operations shall be gradually phased out in N&GB and be replaced by resources under the Interim Administration of N&GB and its native successor as soon as the IANAGB is taking over the government.
4. Until further action taken by the Assembly, no additional foreign military forces shall be deployed in N&GB as soon as this resolution has passed the Assembly. Members and Observers will be trialed at the IC, if they go against that provision. All foreign forces currently present shall either withdraw or transfer command to the Department of Peace Operations as soon as the provision of No. 1 applies.
5. Following the engagement of the Department of Peace Operations in N&GB, the Assembly will, in cooperation with the Committees of Health and International Law, assess whether a permanent establishment of such a department would be desirable. If so, the goals, tasks, organisation and procedure of the department will be regulated by a separate and independent resolution.

The changes look major, but we often just consolidated certain points while detailing others. We also tried to erase any grey areas certain members seem to be eager to look for and use, because, believe it or not, we can learn from our mistakes.
I hope, the Assembly can follow and agree with our proposal.
