"Ephedrine HCl combo with paracetamol and caffeine, perhaps ambroxol along with some penicillin." She wondered, deep in her thoughts trying to figure out the Queen's medication to recommend. "Something safe," she quoted.

She looked at the entire floor, she doesnt seem to agree with how the entire room is to acting. Unifications are something quite serious, and would be mostly be under an agreed system betwern the two parties. It isnt for other nations to butt into, unless it is with concern to whether the agreement shall be met considersbly or not, then an oversight committee can be advised.

Alas, how can such oversight of the democratic process between these two states be done, if there are muppets running the floor carrying their respective internal affairs into the mix. She began to remember her grandmother's austere attitude to matters of the state.

She looks at the Socialists and these so called "Terrorists". A delegation that she was unfazed by, she had enough of people screaming at her in on her clinical rotations back when shes trying to become a doctor. What good would the system be if these people are not considered in the democratic process? Youll only get even more trouble and scrutiny from them in the future, especially at such turbulent times when development is slow and unsure.

Before coming into this conference there should be a proposed system between all parties first. Which would be the most appropriate system that can ensure mostly, if not fully, the equital satisfaction of all parties in the two states without impending on its people. They are the ones who knows the dynamic, so they should be the one who presents it.

"Youre learning," said Reinhardt.
"Im sorry?" she asked.
"You see them in these discussions without means to go further, they are in a loop."
"Indeed, representative." She was still weirded out that Reinhardt, an unusually quiet man for a Zollern, spoke more words to her in person, than he did for an entire week.

"Something similar happened in your country, the pirates were branded unfairly as terrorists and hooligans, but you sought for whats right, and your people decided to go with you." He gazed at the Sedunnic MoFA. "A fool would say that the times were different back then, and that their actions are much more heinous now, which merit a more heinous brand. It is merely the dynamics of a nation affected by politics and propaganda, and now one must question their decision on how to move forward, and who should be incharge."
"Im guessing it isnt us."
"An overseeing committee is the only respectful step, if not logical."


the Peony pondered on her words before speaking.



"Without a clear committee and agreement, we of the Peocracy hereby acknowledge these parties and look to distaste any voice nor action to suppress them, if this truly is to be a democratic process. We also hold contempt any delegate that wish to bring their internal issues into such a monumental event and urge others to do so."

"Since it is clear that the two sides are without an agreed framework of a government, we advise that they are to formulate one that suits their values instead of suiting itself to one made by a foreign state. A system of government, especially in a unified state, must stem from the values and history of the nation, they must have meaning to those that abide to it, if we are to proclaim that the events leading to the summit has actual tangible meaning. That is sovereignity."

"We have not yet seen the agreed framework of a governmental system these two separate entities are going to adopt, and when it does, to respect the sovereignty of the two states, it is certainly not a place for us to tamper with. The democratic process should be all but externally influenced, however, we propose an overseeing committee that would assess the unification progress of these two nations by a trimester level for the span of two years, along with seeing through that elections for the unified leader are made fairly in the next elections."

"Until an agreement of an internal system of government is made and satisfactory to all parties related, especially the people of Harm-Gord, we dont see any reason to continue this appalling barrage of criticism towards a certain party."

Due to an emergency event back home, President Blythe, along with his Chief of Staff and Vice President Underwood have to return to Bzerneleg, leaving only Secretary of State David Rasmussen at the Council. Noting the need of more personnel at the Harm-Gord Council, the President has sent Assistant Secretary of State for Northwestern Affairs Geneviève Desrosiers and experienced diplomat and current Ambassador to Esfalsa Mary Leland to represent him at the Council.



AMBASSADOR LELAND: The Republic of Bzerneleg invites all nations involved to join us in drafting a Charter for Harmakmis and Gordista.

Gillo Rans proceeds to interject,
"Can everyone just calm down. You are all supposed to represent your country right? Then do! Pointing fingers and calling people terrorists is not what we do at an international stage... Oh dear, oh dear..."

He sits down as Tel stands up,
"Thank you, someone with some sense. I am glad that someone from the RIM is here, but your rudeness, Mr. Kondou was truly unacceptable. And the Ryccian representative, calling the RIM 'sadistic terrorists'  and requesting their removal is just what world leaders should not do. Show some respect. We may not agree with what methods the RIM use, but they send a good message, something the GFP have encapsulated in their campaigns, but through more peaceful ways. I hope we can continue this summit, peacefully and with some humanity. I would like to commend the Peony's response and I agree with her. This council is to figure out the base groundwork, while our countries will figure out the rest. Most civilians, nearly 90%, want outside influence to rebuild our nations. I also like the council's ongoing influence for two years, but maybe that should be stretched to 3 - 5 years. Thanks you for all your input. I now would like to hand it over to Lilu Yenkins."

Lilu of the Change for Gordista Movement (CGM), nervously stands up, as the sweaty Tel sits down. She gives a dainty wave and speaks softly.
"Thank you Mr. Jonas. If you don't know me, I am the head of the Change for Gordista Movement, a third party peace organization that seeks to find the most peaceful solutions to regional problems. Many of you stated that we have not talked to our citizens about our plans, but you are quite wrong."

She points her attention to the over-sized monitor above the speaker's chair showing the council in 6 different angles. She uses a remote to change it to a slide show. Lilu starts to gain more confidence and continues speaking.
"If you can direct your attention to the monitor, you can a pie graph. On it contains data from over 85% of both our nations' populations that were surveyed two months ago. They were shown our base plan to be presented here, and a staggering 68.3% of people thought it to be what they wanted, another 24.3% thought it was good, but needed revision, with only 7.4% outright denouncing it. That shows that our people are on board with this. And the plan that is fully decided on here will be reviewed by our citizens and if less than 75% approve of it, the plan will be reworked here with more civilian input. Thank you for your time. Also, you can ask any time to see any of the polls. Thank you once again."

Everyone at the floor tables applauded Liliu as sat down. As the applause died down, Jason Fauley of the Harmakmis Unitary Party stood up and spoke subtly, but with a dagger glare,
"Hello everyone, I am Jason Fauley of the Harmakmis Unitary Party, or the H U P. Quite a mouthful, isn't it? I would like to address one thing that my colleagues have said that caused some controversy, and clear it up. When they say something along the lines of 'limit the actions' of a party, they do not mean to silence public opinion, but instead weed out the negativity parties can cause. We should agree that political parties have really controlled nations more than they should and have split them apart. I know that I lead a political party, but my party wishes to blur the line between sections or parties or factions. When there is less sectionalism, the nation thrives as one. Harmakmis' first leader, the great General Gregory Wilmington, warned us that any alliances to a political party should be viewed as being not loyal to the nation and its peoples, as well as they would tear the nation apart. And they have done so, domestically and abroad. 'Limiting a party's actions' would mean letting people be free from the party's pressure, and let the democratic process thrive freely. All in all, I am not saying that political parties are bad, but they surely haven't done us any good recently."

Another bout of applause came from the two tables, except from the SGP and the GFP. Maron Henu seemed even more worried, but no one took much notice.

The Peony simply turned on the mike.

"May I ask a full and detailed document of these "Plans" and whether or not you could explain it to us in a nutshell. I am intrigued as to a plan that Miss Yenkins mentioned in this summit, which I assumed, is the agreed framework on where to go from here? "

Hestia said nothing, mulling the various proposals over as she tried to think of compromises.  She did, however, shoot rather stern, almost terrifying glares at the representatives of Ryccia and the RIM.  A nonverbal means of stating 'be silent willingly or you will be made silent.'

The Peony looked at the empress, strikingly silver hair like her brother's. Smiling a bit at her, before continuing to say some words.

"Over 85% of the people would like outside influence for rebuilding, we are pretty sure they do not mean "rebuilding" as writing up a government system that we think that you think the people of Harm-Gord wants. We really wish to see this plan and the reasons as to why this plan does not pass muster. We also recommend that agreement of different political parties of the plan be held in your version of parliament, instead of taking much of our time for internal affairs here."

She then look at Ms. Yenkins, wondering that the girl reminds her of herself upon the early months of being the Nuwang.

The Empress turned to look at the Peony and smiled in turn, seeming to relax a tiny bit in the presence of her friend.

Queen Karolin, stands up, while shooting daggers towards the SGP representative, "well if the SGP are here, why aren't all of the other fringe groups in Harm-Gord here in attendance too? Surely they have a say here too?
Also I was very impressed with the speaker from the CGM and I would very much like to see these polls you speak of. "

The Xincha, dressed in the dark grey renmin suit for which she had become so well known, stood. She addressed the room still tense with anger, her expression stern but without any overt anger, and her measured tone not betraying her internal feelings.

"In response to the words of Mr. Fauley, ‘weeding out the negativity parties can cause’ seems to me to be nothing more than an appeal to ‘civility’ that was often made by the powers that be under foreign rule of our own country less than a century ago in order to silence the opposition of minority groups. That ‘negativity’ exists because different people have radically different visions for their future, and these kinds of appeals for them to avoid expressing those beliefs in the interest of some false appeal to harmony has only ever ended in oppression which in the end created the necessity for even more extreme actions for those voices to be heard. While I respect your intended goal, the solution misidentifies the problem and further has the unfortunate side effect of suppressing the speech of those who often need it the most. In Ubesii, parties exist as the official expression of the will of the numerous differing views of people in a democratic forum, or as expressions of their will outside of it when they've been ignored by the powers that be. Parties aren’t the problem in a properly democratic government, and they are in fact crucial in defending the ability and right of all people to express their views on their own terms. As such, the worries some have expressed over the silencing of opposition groups still stands, at least in the views of our delegation.”

"My objections to one-party, or if you would prefer, 'no-party', rule aside, the ultimate fate of both of your countries lies with the will of your people, and as such we have no intention of imposing our own beliefs on you. If you believe that is best and your people agree with you, then that is their decision. We merely wish to assist you in the unification process, which, as our friend The Peony has pointed out, we still know only very little about. As such we would like to see a more detailed explanation of your proposals before we go back to making wild accusations about one another rather than focusing on what we actually came here for."

With her short speech concluded, she sat down, shooting a brief glare at the Ryccian foreign minister as she did so, making it clear to those who saw just whom her final statement was referring to.



The Tanisian Minister stood next, his brown business suit denoting someone who was some kind of actual professional or something, leaning one-handed into the table and gesturing to first the Xincha and then the RIM representative as he began.

"While we may have our political differences, I couldn't agree with the words of Ms. Zantos more, and, while perhaps a bit strong, with those of Representative Kondou as well. In the history of our own search for justice, it was proposals and appeals to 'civil' engagement that were used by those in power as a way to oppress and silence the voices of my people for centuries, and it was only when our voices were finally taken seriously, with those in power being forced to acknowledge our position, that true progress was able to occur, which only occurred due to occasional 'objectionable' actions. While we similarly do not want to proscribe our way of doing things onto the people of your nations, it is undeniable that these kinds of appeals to 'harmony' have historically functioned only to silence our calls for justice and give those already in power an excuse to ignore us. I also would agree however that without knowing more of the precise details of the proposal, it is impossible for us to give any other useful feedback to help with the process, and as such I would ask you to please provide us with the current state of your plan so that this council may continue moving forward."

The Minister chuckled. Cute, these persons think they can intimidate the Foreign Minister of Ryccia with a stare! Charming. Truly so. Puppies glaring at a lion. There is no reason to heed these looks and respond with a stare of his own. They are not worth the trouble. Just pathetic.

Time to respond with words. The RIM is an agitator, and must be kicked out.


"How can the RIM, a truly nefarious terror group engaged in the unilateral usage of chemical weapons, a radical extremist cult that refuses all attempts at the peace proposed by Sedunn and others in the Reizen Civil War, fanatic lunatics that will kill even their own countrymen for a deluded idea of "independence", be allowed in this chamber of peace? We respect Sedunn, the Frost Empire, the RDC and the WPR for coming together for the peace of Reizen, but these insane individuals refuse to comprehend the soothing melody of peace! The RIM and their representative are lying hypocrites! We cannot, and will not respect such barbarians! The Ryccian Federation repeats its protest, and demands their expulsion from this meeting!"

"On the issue of the outlawing of political parties, we do not feel it to be a good idea to hinder the rights of the people to assemble. As long as they are peaceful, and are not belligerent or do not start a violent, pointless insurrection" the Minister said, looking at the RIM's representative "we feel that all political parties of all colours and ideals can participate in the national debate, no matter what their beliefs are. After all, that is a democracy: a government of the people, for the people, by the people"

"Ryccia proposes that all the nations involved in this meeting sign a trade agreement with the resulting government that comes out of this conference. If 85% of your people wish outside help, we can certainly aid and invest as equal partners in the international community"
