"I do not feel the need to answer to someone yelling at the clouds and kicking at the air." The Peony thinks, she then turns on the microphone.

"The Peocracy of Huawan heartily disagrees the proposal of a formal trade agreement to the single government, if unity of two states would be the result, or towards both states, if the two were to agree upon peace." The Peony says, "we disagree with such actions if a governing structure nor a viable rule of law is applied in this territory, how are they going to carry out a fundamental process without the proper foundations of a state?" She then pauses a bit, looks at the other dignitaries, before speaking further.

"We too value the Ryccian Minister's words that this is a chamber of peace," she says, sparking intrigue from the rest of the floor, "and we must respect not only the idea of this chamber is to promote peace, but also towards our two gracious hosts, fully by maintaining the path of discussion towards the structure of Harmakmis and Gordista. Let us act as such, as dignified representatives of our own respective states towards the matter at hand."

“Our crusade for freedom is much more complex than what you believe.” said Kondou as he sneered at the Ryccian Delegate. “Our methods while extreme are the result of countless injustices suffered by the people at the hands of the tyrants, and we can not negotiate for peace when we lack sufficient power to be treated as equals, but I digress since this has no bearing with ensuring that the rights of our friends aren’t suppressed under the name of unity. Furthermore I too would like to know more about the Harmakmis and Gordista plans mentioned by Ms. Yenkins.”

"ENOUGH!" Hestia stood up as she felt her anger and annoyance well up beyond her control, marching over to the two belligerents.

"If the two of you cannot be civil with one another, you will be removed from this council! I will not tolerate threats of war in this place!" She took a deep breath to calm herself, smoothing her robe out and pushing some loose hair out of her face before stepping back. "Forgive me... I normally do not lose my composure like that."

And it certainly isn't a side The Peony is used to seeing from her counterpart. Somehow the most logical step towards that situation would be to pour her tea, and ask the liaison officer to provide the cup to her. Reinhard just gave a brief chuckle when The Peony did it, out of naivety or care, it certainly isn't necessary.

"Ejection of a certain party certainly falls to our Harm-Gord hosts, and while we do not encourage it, we certainly see the need to sternly plea to every delegate in this chamber to not diverge themselves from the matters at hand, while asking others to maintain a sense of civility and decorum." The Peony said, looking at the entire floor, "we hope that all parties respect the Harm-Gord hosts and we hope that our hosts do not see this...divergence, as a sense of distrust towards the parties at hand."

The Sedunnic foeign minister spoke up.

"The only use we have for the RIM being here is to have an excellent example how not 'to rebuild and to create peace', which is the purpose of this summit. They have continuously rejected any compromise that might lead to peace, and possibly greater autonomy for Reizen, should the people choose so. Regardless of how 'complex' their so-called 'crusade for freedom' is, the methods they use to achieve it are utterly detestable. We will however accept their presence here if the hosts truly think it is necessary."

As the Ryccian Delegate and Kondou bicker openly, Foreign Minister Kuribayashi shook her head in disgust. 
"And this is why we cannot allow Ryccia to breach our borders to fight the insurgents. They will play into the hands of the RIM and ultimately destroy a fragile truce between the Communists, us, and the Egalitarians. Nonetheless, we will have to maneuver carefully lest we open up a new front in the war..."  Thought Kuribayashi as she silently stood up, "AHEM.... We can not allow external affairs DERAIL this council simply because the Ryccians have an outlet to vent at one of our rebellious representatives. Furthermore, we cannot support Ryccia's initiative for a free trade agreement without going through the outcome of this council. Lastly We thank her majesty Hestia, for reminding our delegates that we must remain civil here and thank Minister Gjieramm for pointing out that this rebel serves as how not to Rebuild our host's nations."

"Are these leaders dumb? Are they not seeing the brutal carnage at Reizen? Have they not observed the violent refusal at peace the RIM has displayed? Cannot they draw the obvious conclusion that the RIM is here merely to agitate the entire process?"

"These leaders are truly, without a doubt, laughably stupid. Indeed, are they not aware they are playing into the RIM's sick game? How distasteful, how these leaders can tolerate sadists at their side as if they had the capacity of basic reasoning. Interesting, these persons are an enigma. Ryccia has to deal with these misled and incapable officials. Pathetic"

Matthew had all of these thoughts in his mind. The way these officials have treated the RIM is startling. As if it were not what it truly is: a terrorist organization butchering Reizen in ceaseless war.

"This carnage must end. The RIM must be defeated. These parties are so unreasonable...Ikireijin, chemical weapons, Shibuki...why can't they comprehend that we wish to stop this bloodshed? To safeguard global peace from these satanic monsters? The RIM only perpetuates the fighting, after all"


"Ryccia has merely suggested the idea of a free trade agreement with the resulting body that comes out of this conference. We are not to discuss this any further until a proper system of governance is set into stone"

The Minister had one of his aides write a note and secretly pass it to Kuribayashi. It told:

Are you not aware that the RIM is only here to agitate this otherwise historic conference? Peace is not their objective, only fruitless conflict. That is what Ryccia suspects, and this is the reason we demand their expulsion. You do know thar they cannot be trusted as an equal party, yes?

Tel buries his head deeper into hand with distraught, as the dignitaries we're starting to get on his nerves.

"Oh my," he thinks. "Will they ever stop? I've got to say something and give them those plans."

"You do realize that this is meeting about the nations of Harmakmis and Gordista, not Reizen. I know that those events are a big deal, but they are distracting from the matter at hand."

He turns toward the monitor behind him.

"Some of you have asked about our plans, and I would be happy to give you a run-down on them. Now, these are not fully baked, and that is why we are here, so bare with if they seem not thought out and riddled with holes."

He grabs a clicker and begins the slide show.

"Let's begin with the council. The council is to be an entity of 5 to 25 other sovereign nations that will aid in and monitor the 'reconstruction' of Harmakmis and Gordista. The council will continue with their duties for 5 years or longer if the council votes to. Afterwards, a bicameral legislature will be set up, with an equal number of representatives from each nation, voted into office by the citizens. The citizens will also elect a council of 13 judges that monitor both the Harm-Gord Legislation and both nations."

"Popular vote says that the council can help set up the governments, economy, but not military. The council is also responsible for managing reconstruction efforts in damaged areas.
Currently, we have a plan for the Gordistani government, but not so much for Harmakmis. Popular vote also agrees on an overall social democratic federal republic government, while there will be two main provinces, a democratic socialist federal republic one, and one that is a 'pure' democracy, with legislators meeting from both in the federal government. We hope that this would work, but we need you to essentially proof read it."

"That is all I have to say for now, but if you have other questions, I will be happy help."

He sits down, seeming more relaxed, but worried still that this might not go anywhere.

The Peony didnt wait to mention her thoughts. She decided it was futile to calm the other delegates, and provide full power to their hosts on managing the entire situation.

"A mixed republic, much like Laiwan in the past." She gazes at the Ryccian MOFA, still looking quite smugly about something, "it is to be noted that opening such a wide door for foreign representatives would also open a large opportunity for nations to exert their influence towards the nation. It would not be an overseeing body, it would be a mixed ruling by several nations. We certainly do not agree with having our local dignitaries to you state to be voted into the legislature. While we agree that each nation willing to be in the council must send a proposal, of which Harm-Gord would agree for cooperation, we sincerely dissaprove of any attempt for the installment of our local dignitary to your state."

She continued further, gazing her attention to the number of part representatives of Harm-Gord.

"With both the overseeing council and the bicameral legislature filled with foreigners, there certainly won't be room for any political party to provide their aspirations, let it be different as they would seem. A mixed republic system in which they shall converge in one point may be fruitious if done correctly, however it would only work if members of both legislature bodies are purely of Harm-Gord origin, and Harm-Gord agenda. "

"While decisions are made in the bicameral legislative body, someone holding the executive office must control the military if they are not to be decided by your parliament. Unless what you're suggesting is a Junta government." She stated, sternly.

"We ask clarification as to whether the two provinces refer to Harm-Gord territory being classified as respective provinces of a unity, or whether this is a system for Gordista and that Harmakmis has yet to provide their version of government. If the latter, it would mean that every province would have full autonomy in amending their system of government as to how they see fit. Would it not?" She increased her tone at the end of the question, quite condescendingly as one may interpret it.

"You misunderstand. The legislature will be independent of the council and will be all citizens. The council, however, will be, until it's charter expires in 5 years if we go through with it. You are very much correct with the latter. Each province/district will have its own local government, while the supreme power lies at the federal level. The federal governments of both would meet in the legislature, regulating each other. It would not be a full union, confederation would fit a little better."
