"We propose a federation of equals, with a bicameral legislature composed of an upper chamber, where both states' governments send an equal amount of legislators, and a lower chamber, where an equal amount of legislators by each state are elected by the people"

"The executive is to be a council of ministers, divided equally between the two states. And the positions each state holds is to be rotational. For example, in one term, Harmakmis controls foreign policy, and in the other, Gordista takes charge with their chosen representative in this council. The members of the council shall elect a Head of Government, and the origin of this person shall also be rotational. A Harmakmian holds the position one term, and a Gordistan holds it in the next term"

"The states themselves are to be extremely autonomous, each largely ruling themselves with their current systems of government, but, in this model, they now obey the federal authorities"

"If the Harm-Gord Council desires for both states to remain sovereign, but also unite as one, we propose that they adopt this proposed model"

"If political unity is not desired, and only a peace deal is to be, then we urge both nations to sign a deal establishing peace, and a binding military and economic alliance to unite both nations in fraternity"

Arrive in time, or not at all. Transsunerian president Emil Palmann cursed his advisers for not notifying him about the Harm-Gord Council in time. His old headmaster's words echoed in his mind, but now he was finally there.

He looked for somewhere to sit. One seat next to the Sedunnic foreign minister was free, but he wanted to avoid being seen too much together with his country's patrons. His was, after all a sovereign state, ready to take on the world. It was important to show his relative independence of foreign support and advice.

A few seats away there was another empty chair next to a woman. It was the queen of Mitandersfors. A new face.

Tel Jonas responds,
"To answer your questions, the point of this first meeting is primarily to create an official plan of unification. The idea proposed by Ryccia is what we had in mind. However, the governments of both nations need to be reformed, definitely Gordista. Gordista right now is just a deal facto government set up by a temporary council. We are seeking a unity, a confederation of sorts, with each state being autonomous to some extent. The idea of the Harm-Gord Legislation is very good and is what we had in mind. I also agree with Pax Dracon's idea of joint public building projects. If the rest council agrees, we should start on working out those ideas. I do strongly urge that we create a charter for the council."

As he sits down, his fellow colleagues, both Harmakmian and Gordistani, applauded him. Jem stands up,
"If we are to officially create this union, I would to here Ara Varsa-Aro's input on what we should do."

"Before you begin the process of unification, how will you deal with opposition parties such as the newly formed Gordista Freedom Party and Socialist Gordista Party? Will you be including them in this process or exclude them from the process?" asked Foreign Minister Kuribayashi

Grand Minister Octavian cleared his throat before speaking.  "The representative of the Frost Empire raises a good point.  It is vital that we include factions of both social-democratic and socialist inclinations in order to ensure harmony is maintained for the most part."

Queen Karolin hesitates, before saying. "as much as I am not entirely happy with what the representative from the frost empire has said, it seems to be the most viable way, even though my nation does consider The Socialist Gordista Party to be a severe threat to the stability of the entire region."

Jem Katra begins to rise with Tell, but Maron Henu of the SGP angrily rebutts,
"A THREAT‽ We are trying to make a change in Gordista and in the world. We want no more than what you all want, peace and freedom for the masses. And if that means going to the extreme,
then so be it..."


The two leaders of the countries interject before she could go on any more,
"We do agree that the SGP and the GFP mean no harm, but there should be limitations to what they do and say. We will include them in Gordista especially. What we have discussed is to carve out two main districts in Gordista, one having a democratic socialist government and another with a pure democracy. These two districts will have equal power in a bicameral legislation at federal level. The balance of power will be shared between the district and federal government, trying to balance nationalism and sectionalism also. We hope this would satisfy everyone, but this is why we are here, to make it work and to spot any problems. As of right now, however, no such plan of Harmakmis has been thought out, as its political situation is not as dire as Gordista, but it surely does need an overhaul."

Chatter between the leaders of the SGP and the GFP seemed to be positive as they liked the plan.

Ara Varsa-Aro stood to applaud the actions of Jem Katra and Tel Jonas in diffusing the tension caused by the SGP interruption, before continuing.

"I think you are already making many of the right steps," she said with a warm smile, "and if you are able to continue with this attitude of compromise and cooperation I see no reason why the unification of Harmakmis and Gordista should not succeed.  I would urge caution, however, and I say this knowing that there is much that remains to be resolved in my own country.  It is, of course, impossible to please everyone and those displeased will always include those willing to mark their displeasure with hatred and violence.  Any plan for the future of your two peoples must take this into account and find the right balance between compromise and negotiation on the one hand and firm, decisive action on the other."

“Limit the speech and actions of the Opposition? How Arrogant can you BE” shouted Representative Amagi Kondou(RIM) as he entered the council. “I apologize for my own tardiness, gaining diplomatic immunity proved difficult when fighting for one’s own freedom, but I am here in solidarity with my friends of the GFP who have A right to determine their future. In any case I don’t believe having ‘two separate’ forms of government is feasible when the people haven’t been consulted.”
