[Discussion] Future map claiming and updating

My idea:
- Create new continents
- More islands in the South Pacific Ocean
- Reduce the size on some huge plot (create a new plot from splitting some area in the plot) [controversial idea]
- Limit to 2* plots per nation
- To get second plot, the nation must have at least 250 millions of population OR 50 endorsements received
- Third plot can only be given to special nation that have contributed very well in TSP (nation must request the third plot)
- For current nation that have 2 plots, let it all be
- For current nation that have 3 plots, remove the third plot [controversial idea]
- Clear the plot from CTE and moved nation (i checked and it's ALOT)
- Ban the non-TSP nation from getting plot (also applies to puppet nation)
- Allow the nations to do space programs and found new habitable planet outside of Pacifica's solar system, then create their own maps on the founded planet, and they can create a own new private map roleplaying - by involving other nation. Capitalism works

A new idea for the map rules. What if we were to regularly ask players to confirm that they want to stay on the map? That way we'd ensure that only those who are really interested in keeping their plots actually do keep their plots? Maybe also remove NS nation rule? This would reduce the administrative workload for the cartographers while increasing the responsibility for individual plot holders.

The rules for being granted a plot would be the following:
- The claimed plot hasn't been claimed by someone else
- You cannot have more than 2/3 plots in total (number TBD)

The rules for staying on the map would be the following:
- You have confirmed that you want to keep the plot(s) by answering the call for confirmation in a dedicated thread (actual thread TBD)
- You haven't been banned from the forum
- Your plots have been granted a protected status (being important in regional canon, belonging a collaboration nation, or maybe by being granted a leave of absence)

Here are some details on how I imagine the updating process and the way forward.

Adding claimed plots
1. A player posts a claim to an unclaimed plot. The claim includes just like before a name for the plot and customisation, but no link to their NS nation. A new feature is a "sandbox" where the player can, if they want, put their customisation on a blank map. A map manger can then can copy and paste on the actual map.

2. A map manager likes the player's post to know it will be added, or asks for additional information, should it be missing.

3. A map manager edits the Google Slides map.

4. The map manager announces that the claim has been added.

There would (likely) be no directory of nations. To find who is the holder of a certain plot, one searches in the plot claiming thread.

Removing claimed plots
1. When the ordinary cabinet elections start, the chief cartographer asks players are if they want to keep their plot(s), using a dedicated thread. The call is also announced on Discord. (The reason for this particular timing is to make it easier to remember, and keep the calls for confirmation regular.)

2. Plot holders have a month to confirm. Plots that belong to players who haven't responded are removed by map managers, unless they have a protected status.

3. The chief cartographer or a map manager announces which plots have been removed in the same thread as the call for confirmation.

4. The chief cartographer creates a named version in the slides file as a back up.

Moving to Google Slides
1. I will ask the community to confirm that they want to keep their plots. Those who don't confirm won't be included in the move. People who have plots now that they have used exclusively on NS will be allowed to continue doing so, as long as they don't start interacting with the Pacifica canon.

2. In the mean time, I will prepare a slide with a blank base map and ensure reasonable quality and stability and recruit map managers.

3. After a month has passed, we put all plots that belong to players who have confirmed that they still are interested in keeping their plots, on the slide, as well as any new valid claims since the April announcement.

The ideas sound good, but I have three questions left:

1) The idea of expanding to other continents is off the table, if I read between the lines correctly, isn't it?

2) While I might be able to see the intention behind not having a directory of nations anymore, I do think, it is helpful to have such a directory.
I know that many claimers don't seem to look at it and thus it seems "useless", however it is a very handy possibility to quickly find out, who's the owner of a plot. 
Keep in mind that while searching within the claiming thread might be feasible, if the thread is just a couple of pages long, even a new claiming thread would potentially start to become pretty long some time later and it will become more difficult to find out, who owns what.

3) Will there be a list of permanent nations and will there be formal process put into place on who to award those privileges?

I think so. For better or worse, the transfer to Google Slides will likely result in a majority claimed plots being removed.

Those are good points. I haven't made up my mind yet. This will be discussed with the map managers.

Nominations sound good. A public thread/poll should be made for that probably and of course there should be reasons laid out for why a country should become the permanent protection status.
There should also be rules established however on how to revoke that privilege.

I don't know, how much into detail I should go or whether you already prepared something in that aspect, you wanted to present, so I keep my post as short as it is.

It all sounds quite reasonable to me. Especially the active confirmation of wanting to keep your plot. 

and you’re right we probably don’t need to consider expanding the map after this cull of people.

I think the new Google Slides version of the map is in state where we can start adding plots! Now my plan is to let anyone who'd be interested in joining the future team of map managers to recreate their own plots (and improve upon them if they want ofc) and test it out. I've added Sedunn and some other examples next to it that can be used for copy/paste.
