Just throwing this out:

The primary technology capable of creating an EMP burst is nuclear arms. This happens because the radiation generated in the explosion ionizes the air, which in turn fries electronics. (This is also why we don't have to worry about Skynet trying to use nukes if the robot apocalypse takes place.)

I'm looking for a more real-world political name. Maybe the Tresdow Pact. We'll have a city in the South Pacific called "Tresdow" and the pact was signed there.

We could have an alliance hastily forged out of necessity with no official name (but maybe a nickname) and another called the Tresdow Pact.
