[IC] Reizen Civil War

"Madam Minister, the Bzerne government recognizes the Frost Empire's sovereignty over Reizen. It will always continue to do so. Its biggest mission remains to ensure a free and democratic government in Reizen.

If you want to discuss shaping Reizen's future economic framework, we can do that. If you want to talk about preventing extremist threats in Reizen, we can talk about to. Those are, of course, just examples, but we are open to compromise. What is non-negotiable, however, is the necessity of freedom and democracy in Reizen.

On the question of bringing the separatists, such as the Reizen Indepedence Movement, to the table, I strongly believe that they would not agree to such request. I am sure that they are committed to their cause and are willing to do whatever it takes to advance it. Therefore, it is best that we force the RIM and other similar groups to a hard situation where they would have to accept our demands. Through the coordination of economic, diplomatic and military actions, I believe that we can and shall achieve it."

There was a moment of silence in the room with the wooden walls. Sanddorn and Kirchmann looked at each other and back to the Bzerne delegate, before the chancellor asked one of his secretaries to get him the Leader on the phone.

"Please give me a moment", he asked the Bzerne official before talking outside of the room with the Leader. Marja poured in another cup of coffee for the guest in the meantime, while trying to have some small talk. It was written into her eyes that she worries what the two men were talking about on the phone, but she tried to stay as strong as needed. After ten minutes Tom still wasn't back and the topics to talk about that didn't involve the Reizen conflict came slowly to an end.
She stared at the clock above the door and watched the hands of it moving slowly. She was in such a short period of trance that she jumped up immediately when the door opened again and the chancellor gave the foreign guest a handshake.

"Mr. Delagarde, I talked with our Leader and you did it. He announced to me, he'll do something. On the 4th June, he wants to re-evaluate the situation and if nothing has changed, he'll take action finally as response. We won't go in there militarily, but we'll do something economically and diplomatically people won't expect us to do!", he explained quite enthusiastically.
"Now I hope you can take this knowledge with you back to Bzerneleg and celebrate tonight this success. I'm sure, your government and the people will be proud of you", he adds with a smile before stopping the handshake. "It was nice having you here and getting explained the Bzerne view of things to us. Thank you very much!"

With that he left the room and the partly confused foreign minister followed him, of course only after having said farewell to Mr. Delagarde too.
Security was waiting at the door for the envoy to bring him back to the sedan that'll get him back to his country.

Statement from The Armed Forces of Fauderland

Over the last week, The Armed Forces of Fauderland have made the decision to send troops and air divisions to the city to Kinjishi in order to aid the RIM. We recognize that this has brought a lot of controversy on the world stage and has been viewed as aggressive adding fuel to the conflict. The Frost Empire has been a long rival of Fauderland over the past few centuries marked by trade embargoes, conflict, and our attempt to colonize Reizen and other territories near the mainland of the Empire. Many governments have accused us of not considering diplomacy and peace. There is room for a diplomatic solution and there is no plans for any farther advancement into Reizen. If we are to withdraw our troops, the Faudish Ministry of Foreign Affairs as well as the Federal Government would like to meetup and discuss other solutions. The Government has not however changed its stance on the RIM. The RIM has promised greater relations with Fauderland and even the possibly of joining SEFTA as an independent Reizen, but we recognize that our actions may not have been the best choice in showing any sort of strength.

"Thank you for the opportunity, Mr. Chancellor, Madam Minister," said the pleased Special Envoy, as she stands up to shake hands with the two GI-Land officials, "It is with pleasure to end this meeting in a good note."

The two Bzerne visitors picked up their briefcases as they leave the meeting room.

"Oh! Mr. Chancellor," said Chief of Protocol Seckler as he pulls out an envelope, "we would like to extend an invitation towards the Leader of GI-Land for a working visit to Bzerneleg. We have probably mentioned about it before but this is now an official invitation. If the invitation is accepted and we are notified of it, a plan for the visit will be sent for confirmation."

"Sure", Tom said as he took the envelop and the room slowly emptied itself.

5th June 2019, 16:00 h
Press Conference Room of the Königspalast

"A round of applause for our Leader, Gianluca IV.!"

[Applause, while the King enters the room and sits down on the middle seat at the table. He turns on the microphone and leans forward before he starts to speak.]

"Well, good afternoon, ladies and gentlemen. I'm pleased once again to be here and to answer some of your questions. Before you do that though, I'll start to give a little outlook to what GI-Land is going to do at the moment.
In just a few weeks summer break starts for the parliament again normally. We decided that this break won't happen at this time in this year, because we get pressing topics on the table, that need to get worked on first before we start going into any vacation.
Those matters are mainly based on foreign affairs and include especially the current rise of the archipelago nation of FiHami, where racial tensions thrive at the moment; and of course the Reizen theatre.
Regarding the first topic, we of course condemn this behaviour by certain so called "leaders" of the nation. The Empress of FiHami can be sure, that GI-Land will be on her side, when battling against apartheid in any sense.
As for Reizen, the Gianlucian government had a good talk with officials from Bzerneleg and we understood, what Bzerneleg is going to do or wants other nations to do in this conflict. We always emphasised our neutrality in the conflict, but time has shown that we can't stay neutral completely.
We took a look at the current situation in Reizen and we need to make clear, that GI-Land sees several actors in there as not a helping hand. The RIM is a dangerous movement, that is responsible itself that Reizen isn't independent yet.
The Imperial Federation of Frost is also not really doing much at the moment for stopping this conflict, which would be to come back to the Treaty of Grovne from autumn of last year. Now unlike the RIM's position, the IFF's position can get understood. It's their territory, they need to defend it from subversive elements like the RIM or other separatist movements, that are NOT entitled to call themselves the voice of the people. The voice of the people can and has to be heard, but in a referendum in a peaceful region, surveilled by the WF like agreed on in the Grovne Treaty.
We welcome especially Sedunn's and Bruuma's will to not intervene militarily into this conflict - at least at the moment - and to stay strong and defend the position of coming back to the ceasefire agreement, getting the people back to the table, letting them decide what's good for them under supervision of the WF and Frost.
We understood in our talks that Bzerneleg per se is on that side too, but we were also understanding that they - albeit admitting the IFF has sovereignity over this region - would not accept a permanent sovereignity of Frost over Reizen.  They want to come back to the ceasefire and would want the so called "Reizener's voice" to win the upcoming referendum, because the government of Bzerneleg clearly does not trust the Imperial Federation of Frost to provide all important freedoms they want the Reizeners to have.
We are not agreeing in this point. Who, if not the IFF itself, could provide all necessary freedoms and peace? If the referendum is in favour for an independent Reizen, we can argue, based on the constitution of the IFF, how to accept that referendum's result, but if it's not or if it can't be done due to constant terroristic behaviour by the separatists, then I'm sorry, but then we'll have to stick to our friends from the north-west.
The Gianlucian government decided today that all parties militarily involved in the Reizen conflict will get met with divestments from the Gianlucian side. This conflict takes already way too long and if the parties don't listen to Sedunn's words, then maybe GI-Land's actions need to do the job and send out a crucial sign to the world.
We will see how this sign will get answered by the other parties and if necessary, we're keeping open the option to bring our diplomats back to GI-Land."

A short pause follows and Gianluca almost turned off the mic to go already, but then a question of a journalist reached him, that he definitely needed to answer before going:

"We heard you got an invitation by the Bzerne president---"
- "No comment at the moment."

He swiftly stood up and went back to his chambers.

Private note sent from the Bruuman Ministry of Foreign Affairs

“To the High Diplomat Diao Chan,

The Voodoo People’s Republic of Bruuma shares Huawan concers for the loss of civilian lives in Reizen. Despite our political differences, we believe both our nations are moved in their handling of international affairs by the desire to see the people realize what each believe to be their best future.

As a gesture of goodwill, also in the interest of our ratified diplomatic relations, we are available to attempt a mediation both with the Frost Empire and the Workers’ Party of Reizen to allow MSF medical and humanitarian help to reach and be dispensed at least in WPR-controlled territory, contributing to this effort also by donating food and medicine.

Best regards,
The Voodoo People’s Republic of Bruuma Minister of Foreign Affairs,
Sergej Hunt “

OOC: The Frost Empire and WPR both refer to the Grovne September treaty to be the Grovne Ceasefire, while the RDC call it the Grovne Non-aggression pact.

"It seems that the amphibious landings are key, both militarily against the RIM and to find a solution where you and Bzerneleg can make somekind of agreement. Perhaps Sedunn can persuade the Ryccians to withdraw? And if Bzerneleg would support the plan, you can free up the ships you need. Would it be acceptable for you if Sedunn mediated between the Empire and Bzerneleg?"

"We believe the Empire is sincere in their promises of a referendum to let the Reizeners decide their level of autonomy and governance. The WF would oversee the referendum and the deployment of peacekeeping troops from neutral nations, ensuring a 'government that respects and all people'.

To support the return to the Grovne Pact, the Empire may demand certain concessions from you, but we believe your presence in Reizen is guaranteed, which would ensure the RDC has a seat at the negotiation table"
