"Could you please ask the Minister to wait for a moment and put the call on hold?" asked Vice President Underwood.
"Yes, sir." replied the operator.
"Daddy, who was that?" asked Benjamin.
"It's a friend of mine from another country," replied the Vice President, "now I'm going to have to drop you off at home 'cause I need to visit the President for a meeting."
"Tell him that I'd love to give him some hot dogs, dad! Bye bye, daddy!" said Rosemary.
The Vice President then replied and gave them both a hug, "I sure will. Go say hi to Mom!"
"Alright, please resume the call." said Vice President Underwood to the operator.
"It is now ready, sir." replied the operator."Mr. Minister, how are you today, sir?" said the Vice President.
"I apologize for letting you wait. I had to drop my children off back home from school. What is it that prompted you to discuss with me, sir?"
"The situation in Reizen is rapidly reaching a critical tipping point. More and more nations are declaring their intent to get involved in the war illegally, and we see a clear risk of a second Great War. Unfortunately, Bzerneleg has so far contributed to this negative progress, violating international law by landing troops in Reizen. This has further driven the warring factions apart.
If we are to contain the war, stop the suffering of the people of Reizen, and ultimately let them decide their own future in a democratic way without an internationally imposed regime, it is our firm belief that the Signatories of the Grovne Treaty must unite and return to the terms.
I believe this in some sense might have been the goal with your... misguided siding with the RDC. Despite this, we believe we have a lot in common, advocating liberal democracy and humanitarian values.
Mistakes can be made, but one can always try to mend them. We have noted your encouragement to have the RIM, WPR and RDC discuss possible solutions, which is in line with our stance. I would therefore like to ask if Bzerneleg would be willing to work with us towards making the warring factions return to the Grovne Treaty?"

"Well sir, I believe that he's rather lucky evading the RIM and getting the message to us in light of the loss of his comrade and the RIM's use of the dead to infiltrate our ranks." replied the Captain (CA).
AK: I see... then will you treat him as a guest of this base?
CA: Sir, I don't understand the meaning of this request.
AK: I'm saying I'd like you to treat him as you would any partisan. The man has proven his worth to cooperate with all things considered, and I'll be damned if I condemn him to death. Which is exactly what I'll be doing if I try to get him out through the trail or let him try his luck against the RIM who have effectively encircled us.
CA: I see... I'll see what I can do to have the crew warm up to him. Unlike the trail mix(A pejorative describing dogmatic WPR partisans guarding the supply trail), the men and I have some respect for Sejunners dealing with the RIM chemical weapons. I'll talk to him see if our objectives align maybe coordinate to avoid friendly fire incidents with the Frosts. If he still insists on leaving, I'll have one of our scavenging parties accompany him on an infiltration mission north towards Frost lines.
AK: Thank you.
CA: don't mention it sir, as far as I can tell you're the only politician who's bothered to show up at a frontline base, and the crew appreciates that gesture.

Captain Amari spoke first, "I don't know what your superiors told you, but I'd like to know your plans. My superior (gesturing to the minister) would like me to cooperate with you, but I don't what you or the trail mix's backers are planning. If you're planning on staying here, you'll be treated like any other partisan and not a guest or prisoner, but if you want to leave us that's fine too. I've got a scavenging crew that needs to make a run for black market goods on the Frost side, so you'll be joining them since its a 3 day hike through RIM lines just to find the nearest 'friendly' frost outpost still in working order. They'll be leaving in a few days after we get word from our scouting parties who are making sure that the route is still clear of RIM, so you have some time to decide your plan of action."

"The initial deployment to Huawan has been scaled down to a flight of airplane and a division of submarines, respectively. Unless further developments, they will not be expected to engage in action in Reizen or in any combat action in general. Thus, you are to send young crews along with senior officers and keep them busy with training exercises. Also, a high turnover will have to be put in place.
Huawan assets will arrive soon in Bruuma too, thus is imperative the alloted areas in the assigned host bases must be ready by date. Be good hosts and guests, but keep contact between crews at the strict necessary minimum. Any further request either from them or to be asked to them must be communicated immediatly to the Minister before any action is taken.
Further istructions will follow regarding the deployment of the combat forces in Kai Fa and/or eventually Ubesii".

Just like for the Grovne September Treaty (OOC: let's fix this name? ), our assessment is that the shortest way to peace is unifying the warring factions against the RIM and the RIM's eventual defeat. Sedunn's proximity to Reizen and our modern and well equipped Air Force and Navy would enable us to provide an overwhelming barrage of cruise missiles that should saturate RIM defences. This would allow us to destroy equipment and facilities of great importance for their short-term ability to wage war and give the former Signatories a chance to manoeuvre and strengthen their positions, and eventually defeat the RIM.
Our stocks are not unlimited however. It would happen only once, so we must make it count. The Signatories must return to the terms of the Grovne September Treaty.
We have already been in contact with the WPR and Kai Fa. The WPR will not officially support the operation, but have assured us not to counteract it, and there is a chance they will support it officially later when they have seen what we can accomplish and that we have the official support from you and the RDC. The Imperial 4th Division commanded by Major General Kuri Amano was preparing for a full scale offensinve against the RIM. He had stockpiled weapons, drilled the troops and spearheaded the change in attitudes regarding the refugee camps.
Now he set his sights on the MSF. 'Move them away from the frontlines and you deprive the rebels of medical help. Then those foreigners can focus on the refugees to the north of the battlefield' thought Amano as he drafted a notice to relocate the MSF facilities closer to Ikireijin and far from the WPR and RIM.
He then contacted Captain Kenichi and issued an order for the captain's company to evict the MSF starting with Camp sanctuary as he sent the following message to the MSF.
"Due to the ongoing battles between the Frost Empire and the insurgency, Camp Sanctuary and other MSF facilities operating close to the frontlines will need to be relocated further north towards Ikireijin and Jakobsdal . Failure to comply with the relocation will result in the termination of the current authorization of MSF staff in the Province."
Director Andou Jee smiled as he and his assistants gleefully entered the RIM High Command's executive conference room to report his success in replicating and weaponizing several new strains of the Catra Death. The good doctor had received the samples of Catra Death from Col. Ideo Ryuk who had returned to Reizen in secret after remaining incognito for a while.
Director cleared his throat and spoke "Members of the High Council, I bring great news... We, the RIM B.O.W. Division have successfully weaponized several new strains of the Catra Death to suit our purposes. These new strains can negate the old cures of the Catra Death meaning that the enemy will not be able to counter it for months."
One of the High Commanders, Arkong responded, "Good work... but wouldn't this new strain also infect our own comrades?"
The Director shook his head, "No, Good Commander, the new strain will not affect our men because we have already synthesized a vaccine to inoculate our troops with. Once they've been vaccinated they'll be free to disperse the agents without worrying about being infected. However, I'd like to request more volunteers to perfect the airborne strain and test the strength of the waterborne strain."
The High Command murmured softly to themselves before Arkong spoke, "You have our permission to find 'volunteers' but do take care not to tip our hand director..."
The director grinned, "Thank you sirs. I believe that the best place would be to disperse a test vial in a field hospital. Of course I would like to borrow one of your ghosts to disperse it,"
Arkong spoke, "Very well we will dispatch one of the nameless to assist you in your trial... anything else?"
"No sirs," the director said before Arkong replied, "Then you are dismissed,"
The Director saluted the High Commanders and left the room with his assistants who followed him on to his next task.

Captain Amari nodded, "I see... I'll let Artyom and his crew know that you and an interpreter will be joining his run. In the mean time I'd like you to go to the briefing room to exchange intelligence with us and meet the crew you'll be joining to reunite with your unit..."
She looked over towards the door and shouted " Oi Door Guard, escort the Commando to the briefing room and have Artyom's crew head there too."
The guard replied " Yes Comrade Captain," as the Captain turned back to the Commando, "The guard outside will guide you there. I still have some business to take care of with the Minister, and will join you and the scavenging crew shortly."
The Politburo leader then spoke, "I hope that my comrades here will treat you well and that you succeed in returning to your unit."

I see... it is good to hear that the WPR won't oppose the operation and may return to the cease fire. However, it will be a difficult to convince the others in the Imperial Government to allow Bzerneleg and the RDC a role in a post war Reizen in light of destabilizing actions.
That being said, if the RDC and the Republic of Bzerneleg are serious about stabilizing the situation we would like them to show some form of concrete action, like withdrawing back to Zett island which is under siege by the RIM.
In terms of making Operation Cartography count, the Empire has several plans to retake much of the province. Unfortunately the crux of the plan was an amphibious invasion of their capital through Reizen Island but stubborn resistance from the RDC and Bzerne military has largely thwarted that plan.
Mibu Island is currently being updated to support a large scale amphibious landing, but we have concerns that our naval forces will be stretched too thin to block both Bzerneleg and Ryccian naval vessels.
I hate to admit my own incompetence but I don't believe that I have the temperament to negotiate with Bzerneleg in light of the attempted murder of my mentor Admiral Yamamoto. The Imperial Government is also reluctant to officially discuss this with the republic of Bzerneleg directly preferring to use the World Forum to air its grievances.
OOC: The Frost Empire and WPR both refer to the Grovne September treaty to be the Grovne Ceasefire, while the RDC call it the Grovne Non-aggression pact.

"Mr. Minister, I want to secure peace in Reizen just as much as you do. However, there is much more thatn just the word 'peace.' For what is its worth if the people of Reizen will eventually not enjoy prosperity?
The Bzerne government is willing to support and contribute to efforts towards de-escalating the war and healing Reizen. Although, what it will not do is to watch Reizeners being governed by a potentially oppressive and undemocratic regime.
As far as I know, the Frost Empire is party to the Grovne Non-Aggression Pact. While I generally agree with the terms and conditions thereof, I doubt the fact that the Frost Empire will carry out the treaty terms with no ill will. Its past actions do not show us that it stands for democracy and popular sovereignty.
With that being said, we are willing to support the Grovne Pact and help to bring parties, including the Frost Empire, back to the negotiation table. However, we remain clear with our stance that the parties must together guarantee a future government that respects and allows the wills and wishes of all people be heard."

Yes, there are separatist movements that need to get treated with respect and need to get taken serious and that's also something GI-Land stands for, but you see clearly what a conflict we now have. The parties - and I don't talk about Frost, but about at least some of the separatist groups - were not willing to get at the neutral table and talk about their independence. I think, it's clear then, that Frost needs to use harsher methods now to prevent those forces having too much confidence in themselves", the chancellor explained.
"Of course we need to see that no rules of war, if they apply here, are broken. We are fully on your side there, but we aren't on your side that we want to fight now for the independence of Reizen. That they can't use all their rights at the moment is based in the conflict and that this is a war zone. A war zone created by the separatists, I want to remind you. If all the parties - the IFF and all the separatists - would finally come together again for serious talks, for compromises instead of the perpetual 100% or nothing, then those rights can get established again and I'm sure, they will be established again, whether Reizen gets independent or not", minister Sanddorn adds to get most questions about GI-Land's viewpoint out of the way.
